ABOUT THE DEPARTMENT:
The Solid Waste Department is responsible for the proper management of solid waste, recycling and compostable materials generated in Deschutes County. The Department operates Knott Landfill and four rural transfer stations where the public, contractors and waste collection companies deliver waste for disposal at Knott Landfill in Bend. The Solid Waste Department maintains the highest standards for the operation and regulatory compliance for its facilities.

ABOUT THE JOB:
This position supervises day-to-day activities and functions of the Hazardous Waste division, in the Solid Waste Department. The supervisor will oversee the Hazardous Waste Technician and Lead Technician in the following functions: the inspection of incoming waste material for the identification, separation, and recycling or disposal of hazardous materials; to store and arrange for disposal of non-recyclable hazardous materials; to conduct waste screening procedures on incoming refuse loads. They will also review transportation invoices, create invoices for VSQG customers and submit yearly regulatory reports to the appropriate state or federal agency.
This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.
Key Responsibilities:
+ Plans, coordinates and supervises the Hazardous Waste operations, assessing customers' needs, and may perform all duties of the lower classifications, as needed.
+ Ensures proper enforcement of hazardous materials control procedures.
+ Prepares billing for participants in the Very Small Quantity Generator (VSQG) program; completes all administrative tasks including completion of daily, monthly, quarterly, annual regulatory filing and reporting.
+ Provides information and education to internal and external stakeholders regarding hazardous material disposal policies and regulations.
What You Will Bring:
Knowledge of or experience with:
+ Chemistry, biology, and physics related to hazardous materials management. Principles, methods, and practices of environmental, health and safety programs.
+ Techniques and practices for efficient and cost-effective management of resources.
+ Handling and management of hazardous chemicals (includes lab packing and bulking of hazardous materials).
Skill in:
+ Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
+ Using a variety of hazardous waste testing, sampling, detection, and identification equipment.
+ Providing public and customer information regarding County Hazardous Waste Management policies and regulations.
+ Effectively representing County policies, programs, and services with employees, contractors, representatives of other agencies, and the public.
+ Applying sound judgment in a variety of circumstances with or without specific instructions.

Compensation
$7 , 325.98 - $9,817.50 per month for a 173 . 33-hour work month . Excellent County Benefit package when eligible . This non-union position is available immediately .
This position may also be eligible for a Cost-of-Living Adjustment (COLA) on June 22, 2026, pending budget adoption by the Board of County Commissioners.

Minimum Qualifications
+ Associates degree;
+ AND three (3) years of relevant experience, including supervisory or lead assignments;
+ OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Preferred Qualifications:
+ Experience supervising Hazardous Waste receiving operations.
+ Experience supervising staff.
+ Experience evaluating operations and implementing changes to improve efficiency and reduce costs.
Necessary Special Requirements
Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.
Work is performed both indoors and outdoors in varying temperature, weather, humidity, and dusty/dirty conditions; work is performed in an environment with constant noise; exposure to moving equipment; exposure to electrical current; constant contact with staff and the public. Work under such adverse conditions as inclement weather, heat, dust, noise and safe handling of hazardous materials and chemicals using appropriate PPE.
Must be able to work additional hours and a flexible schedule when needed, including evenings, weekends and holidays, to meet the needs of the department and emergencies.
+ Must pass fitness-for-duty medical examination on an annual basis, pursuant to OR OSHA437-002-1910.134, Appendix C, OSHA Respirator Medical Evaluation Questionnaire [Mandatory].
+ Must meet requirements for respirator fit testing and/or remain eligible to wear NIOSH-certified air-purifying respirator or powered air purifying respirator, pursuant to applicable regulatory requirements.
+ The OSHA 40-hour HAZWOPER training certificate is required upon hire date; incumbents are expected to complete annual refresher certifications.
+ Forklift Operations Certification required upon hire date.
