Description and Functions
GENERAL DESCRIPTION:
*This position offers full-time telework, with occasional required in-office attendance as well as travel to provide technical assistance to school districts.
* The selected applicant may live anywhere in Wyoming.
This position provides statewide technical assistance to school districts to build capacity for implementing reading assessment, intervention, and language and literacy programs as required by Wyoming statute. The role provides Technical Assistance to school district leadership teams in developing and sustaining adolescent literacy systems and professional learning structures aligned with evidence-based practices across grades 6 through 12. Through this work, the position advances the Wyoming Language and Literacy Act and the Wyoming Department of Education’s objectives by improving student literacy outcomes and ensuring consistent implementation of language and literacy systems across the state.

- Provide technical assistance to school districts to build and sustain comprehensive adolescent literacy systems aligned with Wyoming statutes, including assessment, instruction, and intervention
- Support district leadership teams in developing and implementing district language and literacy plans across grades 6 through 12
- Connect district leaders with high-quality literacy partners, including national-level experts in adolescent literacy, to support system-level implementation
- Provide technical assistance to school districts in developing professional learning systems that build educator capacity in adolescent literacy
- Support district leaders in aligning professional learning and coaching structures with evidence-based adolescent literacy practices
- Connect districts with professional learning providers, including national-level experts in adolescent literacy, and facilitate access to coordinated supports
- Provide technical assistance to districts in monitoring the implementation of adolescent literacy systems through required data submissions
- Support districts in collecting, submitting, and validating literacy data, including screening, intervention, and progress monitoring data
- Guide district leaders in using submitted data to evaluate effectiveness and support continuous improvement
- Collaborate as a member of the K–12 Language and Literacy Team to align technical assistance and supports across grade bands
- Contribute to the development of statewide resources, guidance, and support that strengthen statewide language and literacy systems
- Perform other duties as assigned to assist the Literacy Supervisor in supporting statewide literacy initiatives
Qualifications
PREFERENCES:
Preference will be given to applicants with a Masters or Doctorate degree in Education, Literacy, Curriculum and Instruction, or a closely related field. Additional preference will be given to candidates who hold a valid educator license in the State of Wyoming and who have demonstrated expertise in adolescent literacy, including experience serving as an adolescent literacy specialist. Preference will be given to individuals with multiple years of experience teaching and coaching secondary literacy programs and supporting students and educators in grades 6–12.
KNOWLEDGE:

Deep knowledge of adolescent literacy and evidence-based reading instruction grounded in the science of reading, including academic language, morphology, vocabulary, comprehension, and writing development

Knowledge of multi-tiered systems of support, reading assessment, intervention, and progress monitoring practices aligned with Wyoming statutes

Ability to provide technical assistance that builds district capacity for implementing and sustaining language and literacy systems

Skill in analyzing and interpreting literacy data to support district decision making, continuous improvement, and implementation monitoring

Ability to collaborate effectively with district leaders, educators, and statewide partners to support adolescent literacy initiatives

Skill in facilitating professional learning systems and connecting districts with high-quality providers, including national-level experts in adolescent literacy

Strong communication skills, including the ability to clearly convey guidance, expectations, and technical information to diverse audiences

Ability to manage multiple projects, prioritize work, and support statewide initiatives with organization and attention to detail

Commitment to ongoing professional growth and the application of current research to improve adolescent literacy outcomes
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

- Travel is estimated to be 30%
- Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education.
- Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
- Successful candidates must pass a fingerprinting, background, and reference check.
