About the Role

Title: VP, Cybersecurity, Privacy & AI

Location: Washington, DC

Job Description:

Department: General Counsel 

Reports to: Senior VP and General Counsel

Salary Range: $240,000 - $300,000

 

Summary:

Responsible for CTIA advocacy on cybersecurity, privacy, and artificial intelligence issues, including: supervision of department staff; work with members and other CTIA departments (including Government Affairs, CTO, and External and State Affairs) to develop strategy and advocate in support of policy positions at Federal and State levels; and oversee drafting of agency and court filings.  Support the General Counsel in providing legal advice related to administrative law and appellate litigation matters related to these issues. 

 

Essential duties and responsibilities include the following (other duties may be assigned):

  • Develop strategy and advocate policy positions on cybersecurity, privacy, and artificial intelligence issues based on engagement with CTIA working groups.
  • Monitor and analyze relevant activities at the Federal, state, and local levels of government and developments in administrative law, agency rulemaking, and relevant legislation.
  • Support the General Counsel in developing and executing litigation strategy in federal appellate courts related to cybersecurity, privacy, and artificial intelligence issues.
  • Coordinate with member company representatives to disseminate information, develop policy positions and industry goals and objectives, and determine advocacy strategy and coordinate with relevant industry groups as may be appropriate.
  • Meet with Federal and other Governmental representatives to advocate on behalf of Association positions, inclusive of Congress, White House, FCC, DHS, FTC, NTIA, NIST, CISA, and other agencies as may be required.
  • Oversee research and drafting of pleadings, op-eds, talking points, and other materials.
  • Manage outside counsel and other consultants.
  • Collaborate with other CTIA departments and staff, including with respect to advocacy, third-party outreach, and communications strategy
  • Represent the Association at conferences, seminars, and other regulatory and industry meetings.
  • Respond to requests for information from members of the Association, federal regulatory agencies and the Executive Branch
  • Reinforce CTIA’s reputation as an effective advocate and thought-leader in tech and telecom matters.

Supervisory responsibilities:

Manage departmental staff assigned to cybersecurity, privacy, and artificial intelligence issues.

Qualifications:

Knowledge:

  • Knowledge of the wireless industry and familiarity with key policy issues affecting the industry as it relates to cybersecurity, privacy, and artificial intelligence.
  • Experience navigating regulatory processes at relevant federal agencies, such as the FCC, FTC, DHS, NIST, and CISA, among others.
  • Excellent writing skills
  • Strong interpersonal skills and the ability to work with large, dynamic groups representing association membership
  • Organization and ability to produce extensive material and reports within a short time frame
  • Motivation, hardworking, willingness to travel and work long hours

Skills: 

  • Effective working knowledge of Microsoft tools inclusive of Word, Excel, PowerPoint, etc.
  • Quick learner and aptitude for technical topics
  • Ability to draft legal filings with technical input from internal staff and CTIA members

Education and/or experience:

B.A (or B.S.); and J.D. (or other appropriate professional or graduate degree) preferred. Minimum of 7-9 years of experience in federal regulatory and administrative procedures.

 

Language skills:

Detail-oriented with knowledge of grammar and punctuation.  Proficiency in proofreading skills and strong communications skills are required.

This position may require overtime. Candidate must be flexible to work overtime if needed.

Location:

CTIA is currently operating on a hybrid work schedule with in-person requirements on Tuesdays, Wednesdays, and Thursdays in its Washington, DC office.
