Introduction

The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education (DECE), Administrator's Office (AO), Early Childhood Systems Collaboration Unit is currently recruiting to fill a Spanish Language Policy and Community Engagement Analyst position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee's preference and needs of the work unit. 

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

This position performs advanced-level professional policy and program analysis for statewide early care and education programs serving Wisconsin children, families, and providers. The incumbent serves as the Division's lead Spanish-speaking policy analyst and strategic advisor on program access, policy implementation, stakeholder engagement, and systems improvement impacting Spanish-speaking communities.

This position is responsible for conducting comprehensive program and policy analysis; researching complex issues; developing recommendations; planning and implementing initiatives; evaluating effectiveness of programs and policies; and advising Division leadership on emerging needs, barriers, risks, and opportunities related to Spanish-speaking child care providers, families, and community partners.

Salary Information

The classification title for this position is Program and Policy Analyst - Advanced. The starting salary is between $36.00 and $46.59 per hour ($74,880 and $96,907 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

A $1.00 per hour add-on will be awarded to the selected applicant who passes the bilingual assessment for English and Spanish.

The pay schedule/range is 07-03. A one-year probationary period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:

  • Experience working in the human services field (e.g. Child care assistance, child welfare, Wisconsin Works (W-2), FoodShare/SNAP, WIC, housing assistance, behavioral health services, etc.)
  • Experience managing multiple projects simultaneously (planning, overseeing, prioritizing, implementing, managing deadlines, staying within budget, etc.)
  • Experience translating documents into Spanish language
  • Experience developing or updating program policies and procedures
  • Experience providing outreach or supporting the implementation of programs or initiatives (e.g. developing communication materials, engaging stakeholders, providing technical assistance or training, and coordinating implementation activities).

Well-qualified applicants will have:

  • Experience leading and/or directing large-scale (e.g. organization-wide, statewide, county wide, city wide, multiple organizations or groups impacted) programs and/or policy initiatives
  • Experience engaging with diverse populations and community partners through inclusive communication and outreach strategies (identifying target audiences, developing key messages, and selecting communication methods)
  • Experience working in the Early Care and Education (ECE) field, (e.g. such as with a regulated child care provider, family child care program, Head Start or Early Head Start, school-based early learning programs, Child Care Resource & Referral agency, advocacy organization, local, state, tribal or federal agency supporting early childhood program).
  • Experience accessing or supporting others to access health and human services programs.
