HOURS OF WORK: 8:00 AM - 4:00 PM

FULL/PART-TIME: Full Time

SALARY RANGE: $110,233 - $124,012.

DEADLINE: Open Until Filled

This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.

Job Summary:

The selected candidate will manage the Office of Security's analytical reporting, handling highly confidential and sensitive police and security data, information, and intelligence from all MTA Police and security units. This data will be methodically compiled and analyzed to detect key issues, promoting a proactive, risk-based approach to

MTA Police and security activities. The role includes managing recordkeeping, analysis, reporting, and data-driven action plans pertaining to global, regional, and local security, law enforcement, terrorism, and crime data. Additionally, they will manage HQ Security's intelligence program, inclusive of social media monitoring, threat

analysis, global intelligence, and criminal justice and social institutional changes while staying well-informed of current penal laws.

Responsibilities:

Oversee the MTA Headquarters team responsible for monitoring, analyzing, synthesizing, and reporting on highly confidential and sensitive open-source and classified police, intelligence, and security information sources to inform the overall MTA security strategy. These sources include federal, state, and local law enforcement, MTA Police and other MTA agencies, commercial intelligence services, foreign and domestic intelligence resources, industry groups and publications, court records, etc.

Manage internal systems, tools, and processes to record and track MTA security incident data. The data is analyzed to identify trends and patterns, and the team collaborates with agency security staff to ensure data integrity and improve data collection and presentation.

Collaborate with the MTA agencies, MTA Police Department, New York Police Department, Federal and local law enforcement agencies' data teams, to gather, present, and share security data for purposes of crime prevention and counterterrorism.

Regularly develop and produce crime and data analysis (on a daily, weekly, and/or monthly basis) for police and security personnel to support the effective deployment of resources. This includes identifying hourly trends to optimize the allocation of effective daily deployment of MTA and external partners; maintaining and managing comprehensive datasets across multiple critical domains and acting as the primary authoritative "Source of Truth" for external data disclosures to state agencies and the media. Including (1) synthesizing information from multiple sources into consolidated, ranked indexes that identify key issues or hotspots, (2) conducting daily monitoring of various social media platforms to detect and assess potential threats to transportation, and (3) searching for and tracking case information on criminal cases perpetrated against the MTA and its employees.

Oversee and apply analytical methods alongside intelligence collection procedures to produce pertinent reports. Acquire essential information from federal, state, and local law enforcement sources, as well as counterterrorism and security data databases, in order to identify issues, trends, and patterns. Utilize multiple databases to collect, process, and evaluate data for security and crime operations initiatives.

Will serve as the Lead manager tasked with coordinating data and intelligence to ensure leadership remains informed about the operational landscape and juxtaposition of indicators of both domains.

Supervise, develop, train, mentor, and motivate personnel - including contractors and interns - within the department. Oversee career development for direct reports and provide timely, constructive coaching and counseling of staff within the span of control of the role. Ensure that all team members are assigned workloads sufficiently to meet agency objectives. Manage disciplinary actions and terminations professionally, when required. Conduct performance evaluations and foster a workplace environment that values individual differences, enabling every employee to grow and contribute to their full potential.

Oversee the monitoring of critical incidents and cases involving MTA assets, personnel, and customers. Collaborate with Legal and Police departments to track case developments and outcomes. Partner with these teams to support prosecution efforts for offenses committed against MTA Staff and Customers.

Reviews invoices and approves them if the work meets contractual standards, as applicable

Addresses performance issues with the contractor when possible, as applicable

Escalates issues to other parties when needed, as applicable

Required Knowledge/Skills/Abilities:

Must have knowledge of statistics, quantitative and qualitative data analysis, empirical research methods and procedures including sampling and surveying techniques and analytical skills.

Must have Law Enforcement and/or Security crime analysis experience for operations deployment.

Must have experience meeting report filing deadlines for analysis reports with recommendations, strategy implementations, and statistical findings at an executive level.

Demonstrated ability to analyze federal, state, and local law enforcement/ security interagency capabilities, investigative methodologies, and authorities.

Must have knowledge of social media, GIS mapping, and cyber intelligence resources for investigative purposes.

Must possess prior experience giving testimony or presentations before governmental entities or public safety and professional organizations.

The incumbent must pass an MTA security background investigation.

A working knowledge of police and security activities.

Excellent communication and interpersonal skills.

Excellent organizational and presentation skills.

Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.

Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have strong supervisory skills to effectively direct professional staff and technical employees in implementing the short- and long-term goals and direction for the area (s) of responsibility.

Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

Demonstrated proficiency in Statistical software, Microsoft Office Suite, or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Required Education and Experience:

Bachelor's Degree in Security, Criminal Justice, Homeland Security, Mathematics, Psychology, Sociology, Public Administration, Computer Science, Engineering, Information Management, Statistics, Data Science, Data Engineering, Mathematics, Public Policy, or a related field from an accredited college or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree.

Minimum 8 years of professional experience in data information and analysis or performing statistical analysis and research, analyzing data, developing recommendations, implementing strategies, and preparing reports, of which 2 years must have been in a supervisory/leadership position.

The Following is/are preferred:

Master's Degree in Security, Criminal Justice, Homeland Security, Mathematics, Psychology, Sociology, Public Administration, Computer Science, Engineering, Information Management, Statistics, Data Science, Data Engineering, Mathematics, Public Policy or a related field from an accredited college.

A working knowledge of project management principles and/or data analysis, predictive analytics, and experience in their application is desirable.

A working knowledge and understanding of the following are highly desirable: Federal, State, and NYC security and penal regulations and laws.

Familiarity with the MTA's policies and procedures

Familiarity with the MTA's collective bargaining procedures.

Experience with supervising staff performing analytical duties.

May need to respond to emergency situations on a 24-hour basis

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
