The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Human Resources Consultant 4 position. This role is within the Executive Division and is based out of our Tumwater Office.

About the Position

As a Human Resources Consultant 4, you’ll bring your expertise, sound judgment, and problem-solving skills to some of the most complex and meaningful HR matters across the organization. 

This is an opportunity for an experienced HR professional who enjoys being a trusted advisor, balancing empathy with sound business judgment, and turning complex laws, policies, and employee relations issues into practical solutions. You’ll work closely with leaders, employees, HR colleagues, and legal and labor partners on everything from employee relations and performance management to labor relations, investigations, classification and compensation, protected leave, reasonable accommodation, and organizational development.

This is a Washington General Service position. The monthly salary range for this position is $6,384 - $8,583.

Duties

The duties of the position include but are not limited to: 

  • Serve as an expert HR advisor and strategic consultant to managers, supervisors, and employees on complex and sensitive human resource matters.
  • Provide guidance and recommendations on employee relations, performance management, corrective and disciplinary actions, classification and compensation, employee development, labor relations, protected leave, and reasonable accommodation.
  • Interpret and apply state and federal laws, administrative rules, agency policies, and collective bargaining agreements to resolve complex HR issues and recommend appropriate courses of action.
  • Partner with agency leaders and HR colleagues to identify solutions, assess risks, mitigate bias, and promote equitable, inclusive, and effective workplace practices.
  • Conduct confidential personnel investigations, including gathering and analyzing information, conducting interviews, and preparing fact-finding reports and recommendations.
  • Support labor relations activities, including reviewing grievances, preparing responses, coordinating related processes, and collaborating with Labor Negotiators and assigned Assistant Attorney General as needed.
  • Represent the agency, as delegated, in grievance and classification appeal hearings.
  • Serve as a backup HR consultant by providing expert support for FMLA, PFML, shared leave, parental leave, pregnancy disability leave, and other protected leave programs.
  • Provide consultation and support for the agency’s reasonable accommodation process, helping employees and managers navigate requirements and identify effective solutions.
  • Advise managers, supervisors, and agency leadership on classification and compensation matters, including position descriptions, salary offers, and related HR actions.
  • Collaborate closely with the Human Resources Director and HR team to ensure consistency, accuracy, confidentiality, and high-quality HR services across the agency.
  • Contribute HR expertise to agencywide strategic initiatives, committees, projects,research, and statewide HR activities as assigned. 

Required Qualifications: 

  • Seven (7) years of professional full-time broad-based senior consultant HR experience*, including advising and consulting on a variety of human resource issues, including providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation. 

                                           AND 

  • Intermediate level skills with Microsoft Office Products (e.g. Word, Excel, and Outlook).

 *A degree in business, human resources, social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report. 

Preferred/Desired Qualifications: 

  • Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP. 
  • 2 years’ experience providing professional level HR consultation in a state or government environment.  
  • Experience providing professional level HR support in a unionized environment.
