Job Description:

Result of Service

Product No. 1: A document containing a mapping of landscape of Canada's international environmental priorities, including emerging opportunities and risks relevant to UNEP. This product is finalized in cooperation with UNEP’s staff to avail of their existing networks, where applicable. Product No. 2: A report matching Canada's priorities with UNEP's priorities and outlining a strategy for promoting new partnerships and mobilizing resources. Product No. 3: A report outlining recommendations to deepen and/or establish strategic partnerships between UNEP and Canadian stakeholders, based on existing and emerging interactions between UNEP and Canadian interlocutors facilitated by the consultant.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP New York Office, located in New York City, represents the organization at the UN Headquarters and within North America. It fosters strategic partnerships, information exchange, and cooperation with Member States, the UN Secretariat, and UN entities and major groups, and stakeholders throughout North America. The incumbent will be supervised by the Special Assistant to the ASG at the UNEP New York Office and will work on a home-based basis. The duties and responsibilities of the consultant are: - Collaborate with UNEP in deepening and maintaining strategic relationships with relevant Canadian government institutions and other stakeholders of relevance to UNEP. - Identify opportunities for enhanced cooperation between UNEP and Canada, including the development of joint initiatives, programmes, events, and strategic engagements aligned with UNEP priorities. - Provide strategic analysis and advice on Canada's international, environmental, climate, biodiversity, pollution, and sustainable development priorities, including emerging opportunities and risks relevant to UNEP. - Facilitate dialogue and coordination between UNEP and Canadian counterparts to strengthen collaboration on key environmental issues and multilateral processes. - Participate in the preparation and implementation of high-level meetings, consultations, outreach activities, and official missions involving Canadian stakeholders. - Plan, coordinate, and facilitate visits and missions by representatives of the UNEP New York Office to Canada, including stakeholder mapping, programme development, meeting coordination, and preparation of briefing materials. - Identify and pursue opportunities for partnership development with governmental and other relevant actors in support of UNEP's programme objectives. - Contribute to resource mobilization efforts to support UNEP’s extrabudgetary resources by identifying funding opportunities, facilitating engagement with potential donors and partners, and supporting the development of relevant proposals and partnership arrangements. - Monitor and report on developments in Canada's environmental policy landscape and foreign policy stance and provide regular updates, stakeholder mapping, and strategic recommendations to UNEP. - Prepare strategic reports on the strengthening of UNEP-Canada’s relationship. - Perform other related duties as requested by the UNEP New York Office in support of the strengthening UNEP's engagement with Canada.

Qualifications/special skills

Education Master’s degree in International Relations, Political Science, or an equivalent field is required. A Bachelor’s degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the Master’s degree. Work Experience At least 5 years of professional experience in working on environmental matters, environmental policy priorities, including climate change, biodiversity, pollution, and sustainable development is required. Professional experience in fundraising and building partnerships in the environmental field is desirable. Direct working experience with the Canadian federal government is an asset, particularly in environmental and multilateral matters. Professional experience working with the Canadian federal government, its institutional and funding landscape on environmental matters and environmental policy priorities is desirable. Strong understanding of the mandate, governance structures, programmes, and intergovernmental processes of the United Nations Environment Programme (UNEP) is desirable. Sound knowledge of environmental diplomacy and multilateral environmental governance, including experience supporting policy dialogue, stakeholder engagement, partnerships, or international environmental cooperation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in oral and written English is required. Knowledge of another official UN language is an advantage.
