Elections Division

The Elections Division supervises elections in the State of Colorado. The Division supports 64 counties in planning and executing elections that comply with relevant federal and state election laws.

Within the Division, the project management and support team serves to improve Division programs through managing projects, supporting and maintaining the Division's performance metrics program, advising in the strategic planning process, monitoring trends and industry standards, collaborating with other teams to collect and analyze data, structuring large datasets to find useful information, visualizing data using graphs and infographics, developing process improvements, supporting employee engagement, and identifying and addressing short-term problems that are hindering the operational efficiency and effectiveness of Division programs while implementing long term solutions to bring about positive changes in Division operations.

Illustration of duties

As an Elections Data Analyst, you will be a valued member of the Elections Division. The Elections Division continues to be recognized as a leader, both in Colorado and nationally, in administering and supervising local, state, and federal elections. In this position, you will experience being apart of a high-functioning professional team. The ideal candidate will be a critical and analytical thinker with strong data analysis abilities. 

The position will:

  • support the Division through collecting, analyzing, and visualizing data.

  • support the Division through designing, editing, and visualizing GIS data.

  • maintain confidentiality of all voters confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.

Duties to include: 

Data Collection and Analysis

  • Collaborate with program managers and other internal stakeholders to identify data needs and reporting requirements.

  • Conduct advanced analysis on large and complex datasets collected from multiple sources throughout the Division, including SCORE, ballot access, election night reporting, state and federal surveys, election administration and voting surveys, county cost forms, and GIS data.

  • Apply statistical methods, data mining techniques, and predictive modeling to extract meaningful insights.

  • Use data to identify inequities and their root causes and inform programmatic or policy decisions.

  • Prepare comprehensive reports, presentations, and summaries of analytical findings and recommendations for diverse audiences. 

Design Data Visualization and Graphics

  • Create compelling visual representations of data using charts, graphs, and interactive dashboards to communicate findings effectively to internal and external stakeholders.

  • Design and edit GIS data.

  • Coordinate with the SCORE data and other teams to obtain data needed to develop visualizations.

MINIMUM QUALIFICATIONS:

This position requires a total of 5 years in applicable professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:

OPTION 1 - Experience

Five (5) years of professional experience in data analysis, validation, and visualization in a business or organizational setting.

OR

OPTION 2- Experience and/or Education - Be sure you've attached a copy of your unofficial transcript to qualify for this option. (You may redact information that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.)

A combination of related education and/or relevant experience as defined in Option 1 to equal five (5) years. Related education includes accredited course work in Data Analysis, Data Science, Statistics, or Business Analytics or in a field of study closely related to the work environment. 

Preferred Qualifications and Competencies

The exceptional candidate will possess the following knowledge, skills, and abilities:

  • Preference will be given to those candidates with previous State Service related to the work assigned to the position.

  • Experience working in data analysis including data mining techniques.

  • Experience performing data cleansing, transformation, and validation.

  • Experience with designing and editing GIS data.

  • Strong proficiency in data visualization tools such as Tableau, Power BI, Excel, Access, or other data management tools.

  • Experience implementing data validation rules to ensure accuracy and integrity of data.

  • Experience with Agile methodologies for project management.

  • Able to apply statistical methods, data mining techniques, and predictive modeling to extract meaningful insights.

  • Experience working with stakeholders to determine needs for data visualization and graphics.

  • Experience using database management tools.

  • Able to ensure the integrity, accuracy, and reliability of data by implementing quality control measures and resolving data discrepancies or anomalies.

  • Working knowledge of Excel, particularly in creating and maintaining spreadsheets, including use of advances tools such as formulas.

  • Professional experience working with local or national election processes.

  • Highly collaborative - ability to work with others towards a shared goal.

  • Microsoft Office Suite skills (Word, Excel, and Outlook, Teams).
