Job Title:  Code Enforcement Team Manager

Department: Permits and Inspections

External Hiring Range: $81,979.68 - $103,991.08

Compensation Grade: 3009

Buncombe County offers in-office, hybrid, and remote positions. Employees in positions that are approved for remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility.

Buncombe County is hiring a Code Enforcement Division Manager position. This individual will report to the Permits and Inspections Director. The Permits and Inspections Department is a team of thirty employees. 

The primary goal of the Permits and Inspections Department is to protect the life, safety and welfare of its residents by administering and enforcing the North Carolina State Building Codes as adopted by the NC Building Code Council. 

This position requires the candidate to possess four Standard Certifications in Building, Plumbing, Electrical and Mechanical from the North Carolina Code Qualification Board. This position will work with a multi- departmental team to collaborate on enforcement issues of violations based on different state and local regulations. This is a unique team building opportunity for a candidate that has great team building skills. This position works closely with internal and external stakeholders to accomplish common goals. 

Buncombe County Permits and Inspections provide services for all unincorporated areas of Buncombe County and, through contractual agreement, provides these services for the towns of Biltmore Forest, Weaverville, Montreat, and Woodfin. 

This position is Hybrid.

Purpose of the position:

The purpose of this position is to provide division leadership and direction by developing and administering programs, activities, and systems that support and promote high-performance strategies and help the department meet its priorities, goals, and objectives.

Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in public administration, construction management, criminal justice, or related field and five (5) years of experience in the building trades and / or inspections, including two (2) years of supervisory experience; or an equivalent combination of education and experience.

License or Certification Required by Statute or Regulation: Possession of a Standard Certificates in four (4) trades from the North Carolina Code Officials Qualification Board; including 6 hours of continuing education in each trade per calendar year.

Physical Requirements: The work is primarily medium work requiring exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, feeling, handling, hearing, kneeling, lifting, pulling, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

Essential Functions of the position:

  • Provide leadership and daily management of the Code Enforcement Division and oversight of a multidiscipline function for the enforcement of local and state code/ordinance enforcement.
  • Ensure inspection processes, code interpretations, and enforcement actions are accurate, consistent, and compliant with federal, state, and local regulations.
  • Oversee division policies, quality control, audit inspections, and continuous improvement of inspection standards and procedures.
  • Plan and manage the division budget in coordination with the Department Director; monitor resource utilization, and ensure projects and inspections remain on schedule.
  • Manage recurring meetings with stakeholders and organize multi-departmental site inspections.
  • Manage special projects such as the mobile home removal program, septic repair program, etc.
  • Handle customer complaints related to code enforcement issues, corrective actions, or stop‑work orders as necessary; respond to citizens on corrective actions with clear communication.
  • Act as liaison to other code enforcement agencies and the public at large to promote alignment and consistency in standards and enforcement.
  • Coordinate with the Department Director to ensure effective processes are developed and remain effective in a changing environment.
  • Perform other related duties as assigned.

Supervisory/Leadership Responsibilities: Supervise a division, program, or process with accountability for operations and results, responsibility for employee development, assignment and flow of work, and appraisal. Work activities involve managerial decisions that directly affect the efficiency, costs, reputation and service quality of the division, program, or process. May assist with developing budgets and/or distributing budgeted funds.

Knowledge, Skills, Abilities, and Other Abilities:

  • Knowledge of the various codes to be enforced and the related regulations.
  • Knowledge of contemporary construction practices, methods, materials, and equipment and of those stages of construction when possible, defects and violations may be most easily observed and corrected.
  • Ability to detect structural and other faults and to appraise the quality of construction.
  • Ability to read and interpret Local, State and Federal laws and regulations.
  • Ability to exercise judgment and discretion in analyzing and resolving problems.
  • Ability to establish and maintain effective working relationships with county officials, building owners, and the general public.
  • Ability to coordinate work assignments with other individuals.
  • Ability to communicate effectively in person, by telephone and electronically.
  • Ability to communicate effectively with other departments and the public.
