The Division of Housing, Office of Homeless Initiatives (OHI), works with local, state and federal community partners to build, promote and support collaborative approaches to make homelessness rare, brief and on-time in Colorado. OHI's vision is to advance solutions that combine affordable housing with accessible services so no one languishes in homelessness. OHI's mission is to work with community partners to create a robust continuum of efficient and effective solutions that reduce and prevent instances of homelessness and ensure that every Coloradan has a safe place to call home. 

This job posting is intended to fill multiple positions in the Community and Economic Development III (CED III) job classification within the OHI Supportive Housing Team, to include:

  • Supportive Housing Specialist - State Housing Vouchers (SHV) and Tenancy Support Services (TSS)

  • 1115 Medicaid Waiver Specialist

These positions are primarily focused on various state and federally funded Supportive Housing Programs that include a combination of rental assistance vouchers and tenancy support services grants. These positions may include other special projects, such as the Health-Related Social Needs (HRSN) 1115 Waiver program.

Typical job duties of the CED III classification include:

Voucher/Grant Agreement/Project Management

  • Position oversees and monitors the assigned projects, vouchers, and grant agreements.

  • Ensures compliance with laws and regulations relevant to voucher administration/issuance, the grant agreement, and/or project.

  • Provides technical assistance to stakeholders to ensure required documents meet standards.  Analyzes data to ensure appropriate actions are taken to coordinate and monitor vouchers, grant agreements, and complete projects.

  • Provides training to stakeholders, applicants, or grantees.

Program Development/Planning

  • The position serves as a point of contact for the state contractors (non-profits and local governments) in using funding resources, data collection, and general operation of affordable housing programs.

  •  Plans and studies local community improvement projects emphasizing public/private financial cooperation, community need and project feasibility.

  •  Assesses contractors'/grantees' performance on existing projects to determine whether they have the capacity to complete proposed contracts.

  •  Assists stakeholders/applicants with obtaining information/documents as required to evaluate potential new partnerships for affordable housing.

  •  Plan & implement regional programs to meet statewide and regional goals and objectives, create and develop partnerships to accomplish collaborative projects with other agencies and design and oversee implementation of regional projects.

Strategic Communication

  • Implement projects and programs with comprehensive plan development and delivery through effective, strategic communication in written, electronic and oral format.

  • Build collaborative partnerships by facilitating public and private cooperation with stakeholders.

  • Utilize creative approaches to facilitate projects such as facilities, improvements, strategies, services while effectively engaging stakeholders in a manner that promotes public trust and accountability.

  • Effectively adapt communication, documentation and publication to meet the targeted audience and intent.

  • Communicate appropriate federal, state, and local statutes, regulations, and policy that apply and evaluates compliance for proposed or ongoing projects.

  • May serve as a resource to provide skilled application of guidelines, communicate issues, and resolve complexities within the assigned work.

MINIMUM QUALIFICATIONS

Experience Only:

Six (6) years of experience in one, or a combination, of the following areas:

  • administration of federal, state or locally funded housing or homeless assistance programs;

  • program and/or project management and coordination for local, state or federal government programs that may include grant management, voucher administration, reporting and/or monitoring;

  • consulting regarding low-income housing assistance or community development.

OR

Education and Experience:

Any combination of experience (above) and education that totals six (6) years. Education from an accredited institution in social work, business administration, public administration, nonprofit administration or closely related to the work assignment, as determined by the department, may substitute for the experience on a year-for-year basis.

Preferred Qualifications 

  • Experience working with local government, housing, homeless or human services programs;

  • Experience providing technical and/or monitoring assistance related to grants;

  • Experience with development, implementation, and evaluations of Federal and State housing programs, standards and implementation in accordance with best practices, particularly permanent supportive housing (PSH) programs that focus on obtaining and maintaining stable housing;

  • At least one year of professional experience in affordable housing or homeless programs;  

  • Knowledge and experience with federal and state affordable housing programs;

  • Knowledge and experience with housing voucher administration, coordinating/monitoring grant agreements, and/or grant budget management, including determining eligibility and reviewing grantee reimbursement requests;  

  • Experience in compliance monitoring;

  • Experience in project management;

  • Strong skills in data analysis and interpretation, including experience creating and maintaining complex data collection and tracking systems;

  • Additional years of experience providing program support in a complex department with multiple stakeholders.

Conditions of Employment

  • MUST have a valid, unrestricted Colorado drivers license with a safe driving record. A safe driving record requires the following: 

  • No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. Eluding the police; or Street racing. 

  • No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or  Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile  electronic device as described in C.R.S. 42-4-239. 

  • No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).

  • No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
