Overview
This position is responsible for managing and ensuring the accuracy of all payroll tax and payroll accounting activities, including compliance with federal, state, local, and Canadian tax regulations. This role involves preparing, analyzing, and reconciling payroll tax reports, balancing general ledger (GL) accounts in JD Edwards and UKG Pro, handling complex payroll tax issues, and supporting the company's overall payroll tax and accounting strategy. The ideal candidate will have strong experience in UKG Pro, payroll tax & accounting, and advanced Excel skills (including Pivot Tables and VLOOKUPs).
Responsibilities
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Tax Compliance

Ensure timely and accurate filing of payroll taxes at the federal, state, local, Canadian, and Mexican levels, including quarterly and annual filings (Forms 941, W-2, W-3, 1099, T4, T4A, etc.).

Stay current with changes in payroll tax laws and regulations in the U.S. and Canada to ensure ongoing compliance.

Reconcile payroll tax withholdings and deposits to confirm accurate reporting and remittance.

Lead Quarter-End and Year-End activities for U.S. and Canadian payroll operations.

Payroll Accounting & General Ledger Management

Balance and maintain all payroll-related GL accounts within UKG Pro after each payroll.

Set up and maintain new locations, departments, and account codes in UKG Pro.

Ensure payroll journals accurately reflect wage, tax, and benefit liabilities.

Reconcile payroll entries to the general ledger and coordinate with Finance to resolve discrepancies promptly.

Prepare and validate payroll accounting reports to ensure alignment with financial statements.

Canadian General Ledger Reconciliation

Ensure accurate reconciliation of Canadian payroll taxes in the general ledger.

Review and balance payroll entries related to tax withholdings, statutory deductions, and benefits in the Canadian GL.

Partner with the Finance team to troubleshoot and resolve discrepancies between payroll and the ledger.

Audit and Reporting

Lead preparation of payroll tax and accounting reports for internal reviews, external audits, and regulatory filings.

Support annual audits such as workers' compensation, 401(k), Employer Health Tax (EHT), and other payroll-related audits.

Respond to audit inquiries and provide detailed payroll tax documentation to auditors and external agencies.

Perform reconciliations between payroll registers, financial statements, and tax filings to identify and resolve discrepancies.

Issue Resolution

Investigate and resolve complex payroll tax discrepancies, including federal, state, local, and Canadian.

Manage payroll tax escalations and handle sensitive or high-priority cases involving compliance risks.

Serve as a subject matter expert for multi-state, multi-jurisdictional, and Canadian payroll tax issues.

Payroll Tax Analysis

Analyze payroll and tax data to identify trends, discrepancies, and compliance risks.

Process Improvements
-
Lead payroll tax system upgrades and process improvement initiatives, focusing on automation, accuracy, and compliance.

Maintain detailed documentation for all payroll tax and accounting processes, including GL reconciliation procedures.

Partner with Accounting and IT to optimize integration and accuracy between payroll and accounting systems.

Vendor and System Management

Coordinate with external payroll tax vendors (UKG, Ceridian Dayforce) to ensure accurate tax filing and reporting.

Manage relationships with tax authorities and auditors to ensure timely communication and resolution of inquiries.

Multi-Jurisdictional Expertise

Manage payroll tax compliance for employees across multiple states, jurisdictions, and Canadian provinces.

Ensure proper setup of tax codes and withholdings in payroll systems.

Handle complex tax situations related to cross-border employees, non-resident withholding, reciprocal agreements, and cross-border payroll issues.

Lead the Guided and Standard Adjustment process within UKG Pro.

Qualifications
Education, Licenses, and Certifications
- Associate's degree in accounting, finance or related field preferred or equivalent work experience required
Years of Experience and Knowledge
- 5 ~ 7 years of payroll tax and payroll accounting experience required including multi-state and Canadian payroll.
Skills and Abilities
- Strong Excel skills (Pivot Tables, VLOOKUPs, Business Intelligence, data validation, and analysis).
- Strong understanding of payroll tax and accounting principles and general ledger reconciliation.
- Experience leading quarter-end and year-end tax close activities.
- Excellent attention to detail, analytical thinking, and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced environment
