DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division's work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT
The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.
Integrated Preparedness Section:
The Integrated Preparedness Section is responsible for facilitating the implementation of the Integrated Preparedness Planning (IPP) Cycle at both the division, regional, and local levels. This cycle is based on the Planning, Organizing, Equipping, Training, Exercising (POETE) model. The cycle also includes evaluation of plans, processes, and procedures and continuous improvement to ensure that all jurisdictions have the capabilities to handle threats and hazards. To be successful, the Section must work collaboratively and cooperatively with its partner sections in the Office of Emergency Management, the Office of Grants Management, and the Office of Prevention and Security - CIAC. Integration efforts also include information from the efforts of the integrated preparedness planning at local and regional levels. The Integrated Preparedness Section works closely with county emergency managers and regional Homeland Security Coordinators on IPPs that will help to inform the DHSEM IPP.

ABOUT THE POSITION
The Integrated Preparedness (IP) Training Coordinator administers the IP Training Program and the SEOC Individual Training Program. This position reviews, approves, and coordinates all course requests. This position is responsible for all applicable logistics concerning pre- and post-course delivery. This position serves as the Colorado TRAIN administrator for DHSEM, ensuring all courses are entered into the system for student registration and assisting students with inquiries about registration and certificates. The Training Coordinator is responsible for course marketing, including the Training Dashboard, and develops quarterly training for grant reporting. They work with the IP Team to create and update the State Integrated Preparedness Plan (IPP). The IP Training Coordinator collaborates with the SEOC Integrated Preparedness and Exercise Coordinator to develop training to support the SEOC's Exercise Program. The IP Training Coordinator creates, supports, and tracks individual training plans and task book completion. This position serves as DHSEM's National Incident Management System (NIMS) Coordinator and represents DHSEM on the Colorado Emergency Management Association (CEMA) Task Book Committee.
Duties include (but are not limited to):
Administration of the Integrated Preparedness Training Program
This position will be responsible for administering the Integrated Preparedness Training Program. The IP Training Coordinator receives, approves, and coordinates all course requests. They notify regional specialists of requests and ensure that courses are included in a local or regional Integrated Preparedness Plan (IPP). The Coordinator is the DHSEM Colorado TRAIN administrator. They input courses for registration, assign instructors, and support instructors and students. They are responsible for lodging reservations for instructors and students as the course delivery guidance requires. The IP Training Coordinator obtains final approval through purchase authorizations and Official Function Form procedures before expenditures and tracks all course delivery expenditures. They submit supporting documentation for monthly credit card statements and provide monthly reports on training expenditures to the IP Supervisor. This position prepares a training activity report for quarterly grant reports. They distribute training opportunities through weekly email and other marketing options.
Administration of the SEOC Individual Training Program
This position establishes individual training plans that align with state, local, and federal initiatives and grant requirements. This position ensures that all members of the SEOC possess a position task book or are in a training plan to attain the required training and certifications. This position provides the SEOC Preparedness and Exercise Coordinator, as needed, with up-to-date information concerning SEOC's staff training and outcome expectations. They identify training resources that support SEOC exercise objectives. This position serves as the SEOC National Incident Management System (NIMS) Coordinator for FEMA Region 8. They represent the DHSEM Office of Emergency Management (OEM) on the Colorado Emergency Management Association (CEMA) Position Task Book Committee.
State Emergency Operations Center Support
This position will be assigned a position in the SEOC. The person will open a position task book for training in that position and will be assigned during exercises and activations in order to have the task book signed off onNOTE: To be considered for this position, you must meet the following criteria for consideration.
MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE
Experience Only:
Seven (7 ) years of relevant experience managing administrative tasks that include organizing, coordinating or delivering trainings, creating operating tracking systems, data analysis, and knowledge of the National Incident Management System (NIMS) and the National Qualification System (NQS) position-specific task books.

Education and Experience:
A combination of related education and experience managing administrative tasks that include organizing, coordinating or delivering trainings, and creating operating tracking systems, data analysis, and knowledge of the National Incident Management System (NIMS) and the National Qualification System (NQS) position-specific task books. to seven (7) years.

CONDITIONS OF EMPLOYMENT
- Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
- Must have a valid Colorado Driver's License
- Must be a Colorado resident at time of submitting application.
- May travel to attend meetings required to attend meetings/training and visit stakeholders/partners/subrecipients. May be required to operate a state vehicle.
- On call: During activations of the SEOC, this position may be required to report to the SEOC during nights, weekends, and/or holidays.
- This position is grant funded with a high probability for renewal once it expires . The employee will be required to sign a waiver of retention.
