Job Description:
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:
- Employees within the information technology professional structure who are in the entry, journey, and senior/specialist levels designated as and performing all the duties of a supervisor will receive 5% supervisory pay differential.
- Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
- Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Information Services Division
The Information Services Division (ISD) provides strategic technology leadership, support and consulting for legal technologies and platforms.
ISD leads the design, development, and delivery of all AGO technology systems and applications, including enterprise infrastructure, voice services and secure network environments. The division also maintains the operations of software and cloud platforms (private and public) to provide AGO staff access to their confidential work product and communications, ensuring solutions are tailored to the AGO’s unique legal and operational needs.
ISD has multiple units that provide project management and business analysis service, electronic library services, custom software development, business intelligence, data management services, and eDiscovery litigation technical support. Through rigorous governance and cybersecurity controls, ISD ensures compliance with state governance policies/standards and that all technology services function properly and securely.
Duties and Essential Functions of a Deputy Chief Information Officer (IT Policy & Planning Senior Manager)
This position is the IT Program Manager for multiple units within ISD.
Those units include the IT Customer Support, Field Support, System Operations, Network Technology Services and Security Operations. This position reports to the Chief Information Officer, is a member of the ISD Leadership Team (ILT) and serves as the primary back up to the Chief Information Officer.
This position acts as the AGO's designated IT Security Official as required by state policy and assures compliance with the statewide policy and standards. The incumbent is responsible for directing, developing and implementing security policies and IT business continuity plans.
Staff Management & Team Building

Utilizes and demonstrates effective management principles and performance management tools to create and maintain successful teams resulting in an environment where employees are valued and respected.

Provides leadership, mentoring, coaching and education to develop and maintain effective, well-trained teams based on performance standards. Leads by example to provide guidance to IT staff.
Strategic Planning for Assigned Teams
-
Create vision and leadership around IT Service Management principles and processes within assigned program and in coordination with other IT program managers. Manage resources to ensure consistent level of service and effective service delivery in alignment with the AGO Strategic Plan.
IT Operations & Security
-
Oversees and directs day-to-day operations of IT Customer Support, Field Support, System Operations, Network Technology Service and Security Operations units. This includes developing goals and objectives, developing timetables and work plans, allocating resources, setting and adjusting priorities.

Benchmark, analyze, report on, and recommend improvements for IT infrastructure and systems and conducts asset management for IT hardware, software, and equipment.

Position is the agency's IT Security Official as required by state policy and is responsible for the development, implementation and maintenance of the AGO's Information Technology Security Program.

Provides assistance to AGO Human Resources staff and law enforcement for confidential investigations.

Manages vendor relationships, negotiates contract terms and provides contract enforcement when needed.

Required Qualifications
Fourteen (14) or more years’ working experience with operations/logistics in a service delivery lead/managerial role or equivalent experience.
OR
Bachelor's degree in Computer Science, Engineering, Business, or related field. Equivalent professional experience can substitute for educational requirement on a year for year basis.
AND
Ten (10) or more years working experience with operations/logistics in a service delivery lead/managerial role or equivalent experience.
In addition to the experience and education listed above:
Demonstrated experiencing with process improvement frameworks such as Lean/Six Sigma/COBIT/Agile including developing and implementing quality control metrics and key performance indicators.
Demonstrated experience as a team builder with the ability to empower staff and rely on their professional/technical expertise and motivate staff to be creative and reach high levels of performance.
Experience dealing with sensitive, confidential or classified information related to security and/or employee investigations. Demonstrated experience adhering to statewide IT Security Policies or other similar IT security policies.
Ability to translate strategy and business needs into an executable technology plan and deliver on the plan.
Skills and Abilities
The most competitive candidates will possess the following desired qualifications:
- Master’s degree in Computer Science, Engineering, Business or related field
- Strong understanding of large law firm operations and functions
- Strong collaboration ability to secure project resources, react to change, and manage risk.
- Experience working in a government setting to include knowledge of state and federal information technology standards and guidelines.
- Experience working in the Washington State IT contracting and procurements process
- Project Management: Professional work experience as an IT Project Manager and/or Project Management Certifications (Agile, Scrum, PMI, etc.)
Conditions of Employment
A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. Prior to any offer, the applicant selected will be required to submit to and pass a fingerprint-based criminal background check conducted by the Washington State Patrol, Criminal Records Division. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.
