Job Description:

We Are Seeking an experienced Business Analyst to support business and technology initiatives within a state psychiatric health facility or comparable clinical/behavioral health environment. This role will partner with clinical, administrative, operational, and IT stakeholders to elicit, analyze, document, and translate business requirements into actionable project deliverables. The position will operate within a Scaled Agile Framework (SAFe) delivery model and requires strong requirements gathering, process analysis, stakeholder facilitation, documentation, and user acceptance testing skills.

Responsibilities:

·         Elicit, gather, document, analyze, and validate business and functional requirements through stakeholder interviews, workshops, observations, and process analysis.

·         Partner with clinical, administrative, operational, and IT stakeholders to understand business needs, workflows, challenges, and desired outcomes.

·         Translate business requirements into clear technical requirements, user stories, process flows, use cases, and acceptance criteria suitable for Agile and SAFe delivery teams.

·         Facilitate requirements-gathering sessions, workshops, interviews, and working sessions with subject matter experts across clinical and operational departments.

·         Analyze current-state business processes and develop future-state workflows to identify gaps, risks, inefficiencies, and opportunities for process improvement.

·         Develop process maps, workflow diagrams, use cases, data models, and other business analysis artifacts to support solution design.

·         Maintain requirements traceability throughout the project lifecycle, ensuring documented business needs remain aligned with delivered solutions.

·         Participate in SAFe ceremonies, including PI Planning, Sprint Reviews, Backlog Refinement, and other Agile planning and delivery activities.

·         Collaborate with Product Owners, Scrum Masters, project managers, developers, and other technical stakeholders to prioritize, refine, and manage product backlog items.

·         Translate clinical and operational needs into actionable technical requirements for development and implementation teams.

·         Conduct gap analysis and support the identification and implementation of process improvements and optimized business workflows.

·         Prepare and maintain business requirements documents, functional specifications, process documentation, user manuals, status reports, and other project deliverables.

·         Support user acceptance testing by developing test scenarios and cases tied to documented requirements and validating results with business stakeholders.

·         Assist with test planning and execution to ensure delivered solutions satisfy defined business requirements.

·         Gather and incorporate stakeholder feedback throughout testing and implementation activities.

·         Collaborate with project teams and stakeholders to support successful implementation of business and technology solutions.

·         Monitor project activities and provide status updates, requirements-related information, risks, and issues to appropriate stakeholders.

·         Maintain effective communication between business stakeholders and technical teams throughout the project lifecycle.

·         Manage multiple assignments, requirements, priorities, and deadlines while maintaining accuracy and quality of deliverables.

·         Stay informed about applicable business analysis practices, tools, methodologies, and industry trends that can improve requirements and process analysis activities.

Required Skills

·         5+ years of extensive experience in business requirements gathering within a psychiatric health facility or comparable behavioral health/clinical care setting.

·         3+ years of experience working as a Business Analyst or in a similar business analysis role.

·         Demonstrated experience working within a Scaled Agile Framework (SAFe) environment, including familiarity with SAFe ceremonies, artifacts, and delivery practices.

·         Strong requirements elicitation, analysis, documentation, and validation skills.

·         Strong experience developing Business Requirements Documents (BRDs), user stories, acceptance criteria, process flows, workflow diagrams, use cases, and functional specifications.

·         Experience facilitating stakeholder interviews, workshops, requirements sessions, and working meetings.

·         Experience translating clinical and operational business needs into actionable technical requirements.

·         Experience conducting current-state/future-state analysis and gap analysis to identify process improvements and optimization opportunities.

·         Experience maintaining requirements traceability throughout the project lifecycle.

·         Proficiency with business analysis and collaboration tools such as JIRA, Confluence, Microsoft Visio, Microsoft Office/Microsoft 365, or equivalent platforms.

·         Experience supporting User Acceptance Testing (UAT), including development of test scenarios, validation of requirements, and stakeholder feedback.

·         Familiarity with Agile, Scrum, SAFe, and/or Waterfall project delivery methodologies.

·         Strong analytical and problem-solving skills with the ability to interpret complex business needs and develop effective solutions.

·         Excellent written and verbal communication skills, with the ability to effectively communicate with both technical and non-technical stakeholders.

·         Ability to manage multiple projects, requirements, priorities, and deadlines effectively.

·         Basic technical understanding of software development, databases, and systems integration.

Preferred Skills & Experience

·         SAFe certification, such as SAFe Practitioner, SAFe Product Owner/Product Manager, or equivalent.

·         Prior experience supporting IT or process-improvement initiatives within a state government or public-sector healthcare environment.

·         Familiarity with behavioral health or psychiatric care operations, applicable regulatory requirements, or electronic health record (EHR) systems.

·         Experience working with enterprise-level systems and applications.

·         Bachelor's degree in Business Administration, Health Administration, Information Systems, Information Technology, or a related field, or equivalent experience.

·         Certified Business Analysis Professional (CBAP), PMI-PBA, or similar business analysis certification.
