The Opportunity:
You visit Multnomah County Library for many different reasons. Sometimes, you're borrowing a book. Sometimes, you're attending a program. Other times, you're simply looking to escape the rain.
Regardless of the reason, it's important that your visit is enjoyable and one that reflects the high value we place on maintaining respectful and welcoming library spaces for all. We rely on our managers and our contracted security to help make that happen. That’s why we’re looking for an experienced professional to develop and implement processes necessary to the successful operation of the Person-In-Charge (PIC) program using a trauma-informed, racial justice, and equity lens.
As the Library Security Liaison Manager, you will implement improvements to the Library PIC program and lead new initiatives to minimize risk and align library practices with library values through the effective use of project management techniques. You will analyze and evaluate the application of the Multnomah County Library Rules, and processes related to the enforcement of those rules as well as identify areas of confusion or misapplication of library rules in order to inform continuous and ongoing improvement employee performance in PIC related areas. You will also serves as the primary point of contact for all library staff regarding questions and concerns related to PIC issues, exclusion guidelines, policies, and procedures. This will include coordinate communication with library staff to ensure understanding of library rules, exclusions, and procedures.
You will also identify policies, practices, and actions that contribute to inequitable outcomes for the public and staff as well as collect data from Library and Multnomah County Workplace Security to make recommendations for short, medium, and long range solutions to improve access to, and successful use of, library spaces.
In addition, you will provide strategic analysis and support to Library management in recommending and implementing policies, guidelines, and procedures related to library PIC issues and exclusions. This includes conducing regular reviews of exclusions with an eye toward federal, state, and local laws, regulations, policies, and procedures. You will conduct analysis on best practices and trends and then draft, review, edit and distribute department position papers. You will also seek counsel from the County Attorney’s office for guidance on the application of library rules, exclusion procedures, and PIC matters.
Finally, you will supervise the Library Security Analyst by conducting weekly check-in meetings and performing yearly performance evaluations. You will manage performance including recognizing and appreciating strong performance, providing coaching, and discipline if needed. You will serve as an example of excellent communication skills and culturally aware behavior, and encouraging those skills in others, using an equity lens to make decisions, championing change, promoting collaborative decision making, mentoring and coaching staff, encouraging the professional development of staff.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
- Bachelor's degree. Equivalent experience will substitute for a degree.
- At least three (3) years of relevant experience maintaining a safe and welcoming environment, including two (2) years in a management or supervisory role.
- A valid driver license.
- Understanding of trauma-informed practices when addressing the safety and security needs of staff and patrons.
- Ability to demonstrate tact, diplomacy and leadership.
- Ability to communicate effectively, both in writing and verbally and make effective presentations through virtual and in-person engagement.
- Ability to lead, model and support an environment of equity and inclusion that includes an understanding of the impact of racism and oppression.
- Ability to pass a criminal records check, should a job offer be extended. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

- Experience in high-stress public contact.
- Experience enforcing rules, regulations, and procedures to the public.
- Ability to conduct investigations and write reports.
- Advanced skills in the preparation and maintenance of accurate written and computer records.
- Ability to use tact and good judgment when interacting with staff, volunteers, and the public.
- Ability to model inclusive behaviors and practices that create a sense of safety, trust, and belonging for every employee and client served.
- Experience supervising in a union environment.
- Familiarity with operations of a large public library system.

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Library Operations Center at 221 NE 112nd Ave Portland, Oregon 97230.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.
