The BlueCare Community Engagement team is looking for a passionate individual with strong communication skills, solid working experience within the disability community, and exceptional problem-solving skills to fill the role of ECF CHOICES Consumer Advocate for West Tennessee . The ECF CHOICES program is designed to help individuals with intellectual and developmental disabilities live and work in their communities, offering critical services and supports that promote independence, inclusion, and a high quality of life.

As a Consumer Advocate, you'll collaborate with clinical teams, providers, members & families, and community organizations to deliver member-centered support, while also working to resolve complex matters and streamline efforts to improve service delivery. The ideal candidate will:

  • Build strong, empathetic relationships with members and their families, understanding their unique needs and goals.
  • Guide members through their ECF CHOICES benefits, helping them access essential services like employment supports, community integration, and in-home care.
  • Advocate on behalf of members through the facilitation of regular advisory group meetings, ensuring their preferences are heard, and their rights are protected.
  • Collaborate with internal and external customers to address barriers and find creative solutions.
  • Drive positive outcomes through process improvement and high-quality work.
  • Take initiative in making community connections and planning successful events.

Note: Experience and working knowledge of the ECF CHOICES program is highly preferred.

Job Responsibilities

  • Utilizes expertise to assist in resolution of member associated concerns regarding the safety and well-being of the member.
  • Serves as ex officio member of the Advisory Group, responsible for coordinating, oversee order fulfillment, taking meeting minutes and documenting action items for follow-up and facilitating the Quarterly Advisory Group meetings, community forums and makes recommendations regarding potential changes to the Program
  • Spearheads and coordinates quality initiatives and comprehensive prevention outreach programs; ensures successful completion of assigned projects and monitoring the processes to ensure compliance with quality level and regulations and to reduce the business or fraud risk exposed to company.
  • Serves as the internal representation of these members interests, including, but not limited to, input into planning and delivery of services for members receiving either Behavioral Health Services or long term services and supports and/or individuals with intellectual and developmental disabilities, program monitoring and evaluation, and member, family, and provider education; Serves as an Advocate in assisting members or member representatives with navigating through program processes.
  • Ability to travel with short notice which may include overnight stays

Job Qualifications

Education

  • Bachelors degree in social work, nursing, education or other human service (e.g. psychology, sociology) or health care profession or related field; or equivalent work experience required.

Experience

  • 3 years - Experience in Medicare/Medicare SNP or Medicaid/Medicaid SNP programs required; depending on the department.

SkillsCertifications

  • Knowledge of educational programs, including research projects, extra-curricular activities, and academic planning; ability to manage these programs.
  • Ability to conceive and deliver innovative solutions
  • Ability to work independently with minimal supervision or function in a team environment sharing responsibility, roles and accountability.
  • Proficient in Microsoft Office (Outlook, Word, Excel and PowerPoint)
  • Proven ability to research independently and make sound decisions is required
  • Must be a team player, be organized and have the ability to handle multiple projects
  • Excellent oral and written communication skills
  • Strong interpersonal and organizational skills
  • Strong analytical skills

License

  • Valid Driver's License

Employees who are required to operate either a BCBST-owned vehicle or a personal or rental vehicle for company business on a routine basis will be automatically enrolled into the BCBST Driver Safety Program. The employee will also be required to adhere to the guidelines set forth through the program. This includes, maintaining a valid driver's license, auto insurance compliance with minimum liability requirements; as defined in the "Use of Non BCBST-Owned Vehicle" Policy (for employees driving personal or rental vehicles only); and maintaining an acceptable motor vehicle record (MVR). The definition for "routine basis" is defined as daily, weekly or at regularly schedule times.
