Job Description:
PeaceHealth is seeking a full time, limited duration Talent Acquisition Specialist Limited Duration. This limited duration, remote role is anticipated to last 6 months and requires the incumbent to reside in OR, WA or AK by date of hire.
The salary range for this job opening at PeaceHealth is $33.23 – $49.85. The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, terms of any applicable collective bargaining agreement, seniority, etc.
Responsible for full life cycle recruitment of high volume and support roles throughout PeaceHealth. Develops and manages relationships with hiring managers and human resource partners. Provides reporting and regular status updates to recruitment leadership and hiring managers. Contributes to the team by maintaining mature positive relationships and providing a high level of customer service. Provide a working understanding, interpretation and application of Labor Union Contracts and hiring practices. Focused primarily on support and high-volume recruitment.

- Establishes, cultivates, and maintains ongoing relationships with hiring managers to fully understand organizational and departmental needs and tailor recruitment solutions accordingly. Collaborates with hiring managers and teams on recruitment, interviewing processes and onboarding.
- Serves as primary resource for internal caregivers and hiring managers regarding transfers, promotions, ATS operations such as but not limited to creating and managing recruitment activity within an ATS.
- Executes the recruitment process by the timely application of PeaceHealth’s guidelines and applicable Labor Union contacts. Develops “high-touch” customer service recruitment strategies and effective employment practices to recruit caregivers. Provides recruitment facilitation and follow up to ensure requisition fulfillment meets customer expectations.
- Ensures achievement of hiring goals through effective resource management. Coordinates selection process to include screening, interviewing, establishing, presenting and negotiating offers and closing final candidates. Promotes PeaceHealth at a variety of recruitment functions. Collects and analyzes data on demographics and hiring activity for use in designing recruitment plans.
- Initiates candidate hiring activities by facilitating background checks, license verification, or other required pre-hire screens. Monitors progress of screens and resolves or escalates concerns; ensures accurate record keeping and documentation or results. Enters transferring caregivers into HR systems.
- Manages a requisition load designated for support by a Specialist that primarily includes high volume similar requisitions that often receive direct applications.
- Holds full intake sessions (via Teams or live) with hiring managers when new requisitions are received (unless it is a common role for a hiring manager they have supported for a while). For common/frequent roles, periodically check in to confirm details (at least quarterly via email or Teams).
- Confirms details of the role including minimum qualifications, location (remote/hybrid/onsite), hours/schedule, and preferred qualifications/attributes. If minimum qualifications are incorrect, coaches manager to have them corrected prior to posting. Adds “selling” language to the posting to read more like an advertisement. Posts the requisition according to union or PeaceHealth guidelines. Attaches the intake form to the requisition file for ease of reference.
- Trains new supervisors, managers, and directors on TA Hiring Process. Shares updates or changes to processes.
- Sources talent for all managed requisitions (LinkedIn, Indeed, Talemetry, Infor, etc.). Promptly screens and replies to Indeed direct apply candidates. Refers candidates to other roles as applicable. Maintains network of prospects for positions recruited often. Actively works talent pools in CRM.
- Executes recruitment strategy with support from direct manager, lead, Talent Pool Development (TPD) as needed. Partners with the Talent Pool Development team on Marketing and Sourcing efforts.
- Phone screens all new candidates prior to submitting them to a hiring manager for qualifications, location, shift, and compensation expectations. Includes any recommendations or concerns with the hiring manager submission. Serves as a partner to the hiring manager in their selection and hiring process. Saves phone screen in Infor either via Interview Notes Template or by attaching screening form as Word or PDF document.
- DOES NOT send “all the resumes” when a hiring manager may ask for them. Instead, explains that we screen all candidates to provide them with the best experience, screens against minimum qualifications thus saving the manager time and effort, add value to the process by providing the manager with another perspective to consider during the selection process, create strong relationships with our candidates, and allow us to potentially consider them for multiple roles, especially if this one isn’t the right one for them.
- Offers suggestions on interview questions, format, etc. Serves as a resource on behavior-based interviewing. Requests assistance from Recruiters or Leads as needed. Provides the hiring manager with at least a weekly update on status. Could be a meeting to review top candidates and discuss next steps or an email indicating there are no new candidates and our strategies to identify candidates for their roles. Asks for updates on already submitted candidates.
- Once the hiring manager has made an offer decision, calculates relevant Years of Experience and determines the offer to be presented to the finalist. Consults with your direct manager, Compensation and/or HR when outside of guidelines. Presents the offer to the candidate and manages any potential negotiations. Explains compensation and answers benefits-related questions. Reviews any relocation assistance offered and initiates relocation services with relocation vendor.
- Prepares the candidate for a successful preboarding experience. Ensures candidate is prepared for an in-person PeaceHealth Orientation. Ensures candidate obtains required licensure and certification prior to start date. Ensures a smooth handoff to the Pre-boarding team and maintains communication with the candidate up to their start date. Utilizes appropriate preboarding notes template in Infor.
- Assists with gathering necessary info or managing any raised concerns. Checks in with the new hire 2-4 weeks after hire to see how things are going and ask for referrals. Dispositions candidates accurately in real time. (define best practices and rollout training). Adds candidate status notes along the way (provides ease of use when covering for other team members). Closes the loop with candidates not selected for offer. Provides constructive feedback whenever possible (highly valuable for candidate experience).
- Requisition management - Actively manages aging requisitions with hiring managers. Monitors requisitions for accuracy (correct number of fills, pending/filled status, etc).
- Build and Maintain Strong Business Acumen. Strong working knowledge of collective bargaining agreements and bidding process and rules. Strong working knowledge of PeaceHealth policies regarding recruitment process. General HR knowledge and ability to provide guidance (Compensation, Position Codes, Requisition Creation & Approval Process, etc).
- Maintains strong inter- and intradepartmental relationships and communication. Maintains high respect culture. Serves as strong partner with TA Coordinators, Compensation, HR, and others. Assists with escalations for issue resolution as needed.
- Performs other duties as assigned.
What you will bring:
- Bachelor's Degree or equivalent knowledge and skills obtained through a combination of education, training, and experience.
- Minimum of 3 years Recruiting related experience required, preferably in a healthcare setting.
- Previous Human Resources experience or HR degree preferred.
- SearchLab Certified Internet Recruiter preferred.
Additional Skills:
- Strong communication skills.
- Knowledge of full lifecycle recruitment process including knowledge of “Hire for Fit” interview and selection process preferred.
- Basic knowledge of laws, acts and regulations associated with employment laws and their application to recruitment processes and transactions preferred.
- Basic knowledge of labor unions, and human resource functional areas preferred.
- Proficient in the use of MS Office applications (Outlook, Excel, Word and PowerPoint).
- Understanding of service level agreements.
- Ability to deliver high levels of customer service when dealing with internal movement of caregivers.
- Proven ability to consistently and positively contribute in a high-paced, changing work environment with the ability to prioritize multiple functions and tasks and manage time efficiently.
