The Opportunity
Abt Global seeks a qualified Environmental Policy Senior Analyst/Associate to support executing scientific and analytical aspects of projects focused on environmental protection. ally in the areas of policy implementation and climate-friendly alternatives to hydrofluorocarbons (HFCs).
Core Responsibilities
- Collaborates with Abt staff to support projects with the U.S. Environmental Protection Agency, and other federal and state agencies
- Conducts research and environmental analyses of climate-friendly alternatives for refrigeration, air conditioning, foams, and aerosol applications
- Assists in developing and implementing public policies to promote climate-friendly alternatives to HFCs
- Develops tools, models, and other resources to support data analyses, especially involving economic and chemical information
- Supports aspects of the regulatory process, not limited to assessing technical alternatives, reviewing and summarizing stakeholder comments, and drafting regulatory text for client review
- Develops communication materials to assist in policy education and compliance
- Applies quantitative and/or qualitative analysis techniques and methods
- Manages moderately complex assignments, including oversight of work products from other staff or subcontractors for accuracy, and quality
- Independently analyzes issues to reconcile and resolve problems
- Keeps abreast of trends and developments in related fields
Example Types of Projects
- Industry profiles and market assessments related to HFCs in commercial, industrial, and residential use
- Responding to technical stakeholder questions regarding federal regulation applicability and compliance
- Economic analyses of proposed rulemakings, including small business and environmental justice impacts
- Qualitative assessment of stakeholder feedback
- Collecting and analyzing data on HFC production, reclamation, and use
- Developing communication and outreach materials such as webpages, fact sheets, and data visualization dashboards
What We Value
- Background in biological or environmental sciences, chemistry, chemical or environmental engineering, public health, or other related technical disciplines
- Familiarity with key environmental policies and programs, such as the Clean Air Act, and American Innovation in Manufacturing (AIM) Act
- Excellent quantitative skills, including expertise with Excel, Access, R, Qlik Sense and/or ArcGIS.
- Experience with federal or state government a plus
- Excellent communication and writing skills
- Project or task management
- Senior Analyst: Master's Degree + 3 years of relevant experience, or PhD
- Associate: Master's Degree + 7 years of relevant experience, or PhD + 4 years of relevant experience

This position offers an anticipated annual base salary range of approximately $80,000 to $127,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
