Introduction
Maryland Family and Medical Leave Insurance (FAMLI) makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.
Our Digital Services team brings a modern and cross-disciplinary approach to creating, launching, and continuously improving the digital services powering paid leave in Maryland. The team is responsible for providing human-centered experiences to workers who need to take paid leave, employers who need to provide paid leave, and FAMLI staff who process claims and provide direct support to the public. This is a greenfield program and a rare chance to build a digital service from the ground up for the people of Maryland.
Our Staff Engineers are at the forefront of modernizing how the state approaches digital services delivery, helping define the standards and practices for future projects. This is a career-defining civic tech opportunity to transform digital services for the State of Maryland.
This role is remote, but only candidates in the Eastern time zone will be considered and preference is given to candidates in Maryland and the Mid-Atlantic region.

Main Purpose of Job
The Staff Engineer reports to the Director of Engineering within the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor. The Staff Engineer manages critical portions of the end-to-end product and platform for the whole FAMLI division. The Staff Engineer works closely with our cross functional vendor teams and workstream leads to ensure that the tools we’re building are maintainable and scalable for the program. The Staff Engineer is also responsible for ensuring that all web applications are being built to the highest standards of accessibility.
POSITION DUTIES
Duties of this position include, but are not limited to:
● Provides technical expertise on the end to end service to service to build systems that are scalable and maintainable.
● Works closely with workstream leads and vendor teams to set direction and ensure that the tools we're building are scalable and maintainable.
● Maintains technical direction and standards for integration, tools and sites being built in-house.
● Works with the Digital Services team to set and meet quality standards for our products and services.
● Reviews and approves proposed product code generated by staff and contractors for deployment in production environments.
● Contributes to documentation, tests, styles fixes, accessibility, performance, security, and more.
● Conducts technical discovery to understand the engineering risks and opportunities to inform the technical direction of FAMLI's services.
MINIMUM QUALIFICATIONS
Experience:
● 6 years of engineering experience
● 3 years of experience with Javascript
● 3 years of experience with accessible front-end code
DESIRED OR PREFERRED QUALIFICATIONS
Desired or Preferred Qualifications
● Experience building and maintaining design systems, authoring web components, and maintaining modern Javascript/CSS.
● Experience leading an accessibility program and supporting software development teams to develop and test accessible web applications.
● Experience with Ruby on Rails.
● Experience leading teams and/or projects.
● Experience working closely with Product Management or Product Owners to make difficult decisions about feature prioritization.
● Experience in providing thoughtful, clear, and constructive code review.

SPECIAL REQUIREMENTS
