MANTECH seeks a highly skilled Senior Proposal Manager to join our Strategic Pursuit Proposal Operations team in Herndon, VA. This is a hybrid position.

This individual will lead the end-to-end proposal process for large-scale, complex AAS-FEDSIM opportunities and will be responsible for orchestrating winning proposal efforts in alignment with FEDSIM requirements, ensuring compliance, clarity, and competitiveness in every submission. You will play a pivotal role in translating customer needs into compliant, compelling, and high-quality proposal responses that showcase our technical expertise and ability to deliver mission success.

Responsibilities include but are not limited to:

  • Lead the full proposal lifecycle for FEDSIM acquisitions, including schedule management, compliance tracking, and post-submission activities.
  • Develop and enforce detailed compliance matrices, ensuring alignment with solicitation requirements, evaluation factors, and FEDSIM standards.
  • Facilitate structured color team reviews (Pink, Red, Gold, White Glove) and ensure proposals align with capture strategies and win themes.
  • Collaborate with capture managers, solution architects, pricing leads, SMEs, and subcontractors to shape strategy and integrate compliant, compelling content.
  • Oversee the development of written volumes and presentation materials (technical, management, scenario, cost/price), ensuring clarity, compliance, and polished visuals.
  • Provide coaching and mentoring to writers and leads, reinforcing best practices for FEDSIM oral presentations, technical challenges, and continuous quality improvement.

Minimum Qualifications:

  • 8+ years of experience managing proposals for Federal government acquisitions, and a strong track record of working FEDSIM pursuits.
  • Deep knowledge of FEDSIM procurement processes, including slide/oral presentations and technical edits, technical challenges, and written volume requirements.
  • Proven ability to manage cross-functional teams under tight deadlines in a collaborative, fast-paced environment.
  • Strong organizational and leadership skills with meticulous attention to detail.
  • Proficiency with proposal tools and platforms (e.g., SharePoint, MS Teams, Adobe Acrobat, Google, and MS Office Suite).

  • Office-based work with extended periods of sedentary activity and occasional movement
  • Travel by car or air to attend meetings and conferences as needed
  • Frequent communication with colleagues, management, and clients, including presentation delivery and accurate information exchange
