Department Information

The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado's energy sectors.

The Colorado Weatherization Assistance Program (WAP), as part of CEO, provides energy efficiency and renewable energy retrofits to income-qualified Colorado residents. These retrofits include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado's diverse population of residents through its local service providers.

CEO currently has an opportunity for a Senior Data Analyst to join the WAP team. They will support the WAP team as described in the duties and responsibilities below.

Description of Job

Starting Salary: $85,000.24 - $95,000.10 Annually

  • This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

The Sr. Data Analyst will play a crucial role in supporting the Weatherization Assistance Program at the Colorado Energy Office. The successful candidate will have a deep understanding of managing, analyzing, and presenting data to optimize program efficiency and effectiveness. This candidate will also be responsible for supervising a data specialist. This candidate will primarily focus on data-related projects that enhance and improve WAP's processes and deliverables to our funders, subgrantees, and clients across Colorado.

Key Responsibilities:

  • Front-end Salesforce database management

  • Support Data Specialist with Salesforce user guide and resources updates and maintenance

  • Support Data Specialist with Salesforce dashboards updates and maintenance

  • Oversee user licenses

  • Management of the product backlog

  • Liaise with Operation's STAR team and vendors

  • Data Management, Review, Analysis, and Visualization

  • Collect data from different sources for review and analysis (i.e. Salesforce, utilities, census, national labs, other CEO programs).

  • Update and maintain the CEO WAP allocation formula

  • Work with CEO WAP leadership to perform ad hoc analysis

  • Work with CEO WAP staff and subgrantees to provide trainings, education and progress updates

  • Develop visualizations for comprehension of varying programmatic data among varying audiences (internal, external, etc.)

  • Collaborate with CEO WAP teams (Quality Management and Program Delivery) as well as other CEO teams (Operations, Communications and Engagement, Building Decarb, Solar for All, etc.)

  • Project manage ad-hoc and recurring data requests from CEO WAP colleagues and others when necessary (i.e. DOE reports, Discovery Requests, State Plan submissions, etc.)

  • Perform external data requests from stakeholders as needed.

  • Engage with utility partners to collect client utility data for program analyses.

  • Rebates

  • Collaborate with Building Decarbonization's HEAR Program team to process energy efficiency and electrification rebates.

  • Be a back up for the recovery of utility energy efficiency and beneficial electrification rebates

  • Continuous Improvement

  • Support WAP with data informed identification and recommendation of areas for improvement both within CEO and across the CO WAP Network

  • Work with STAR team on Salesforce data clean up efforts.

  • Allocation Formula

  • Oversee the maintenance and evolution of the CEO WAP Allocation Formula for funding and production

  • Work with CEO WAP leadership to identify priorities to emphasize within the Formula

  • Supervision of WAP Data Specialist

  • Guide, support, and oversee work performance ensuring that WAP Data Specialist has appropriate resources to do their job and is managing their workload effectively.

  • Perform regular check ins

  • Perform mid-year review and year end evaluation

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Required Qualifications:

  • Bachelor's or Master's degree in Data Science, Statistics, or a related field, or equivalent experience in the following:

  • Data management, analysis, and reporting

  • Proficiency in utilizing Salesforce for data management, analysis, and reporting

  • Tableau or similar data visualization tools

  • Strong analytical skills with the ability to interpret complex datasets

  • Excellent attention to detail and accuracy in data processing and reporting

  • Excellent written and verbal communication skills

  • Demonstrated ability to work collaboratively in a team environment

Preferred Qualifications:

  • Salesforce reporting and database
