Who We Are: The Office of the Child Advocate (OCA) was originally established as the Office of Children's Ombudsman by the Michigan Legislature in 1994 to bring greater accountability to Michigan's child welfare system. Public Act 303 of 2023 instituted a name change to the Office of the Child Advocate (OCA). The Child Advocate Act establishes the OCA as an independent state agency housed within the Departmental of Technology, Management and Budget. The OCA has the primary responsibility to receive and investigate complaints concerning the administrative actions of the Department of Health and Human Services (MDHHS) and contracted entities providing Child Protective Services, foster care, adoption, and state, county, court, or privately owned/operated residential facilities providing juvenile justice services to children. The OCA is also responsible for reviewing the administrative actions of MDHHS and residential facilities for children when a child has died. In addition to addressing citizen complaints, the OCA makes recommendations to the Governor, the Legislature, certain residential facilities, and MDHHS for changes in child welfare laws, rules, and policies to improve outcomes for children. Michigan's Child Advocate is appointed by the Governor with the advice and consent of the Michigan Legislature and is supported by a multi-disciplinary team of investigators.

About This Position:
The employee functions as the administrative manager for Public Education and Intake (PEI) Unit within the Office of the Child Advocate (OCA). This position is responsible for middle management support to the Deputy Director and Child advocate. The PEI Unit manager is responsible for supervising and directing the work of the public education and intake staff. Responsibilities include oversight and initial review of death alert and complainant preliminary investigations, ensure intake/complaint handling are conducted in accordance with OCA policies and procedures, verifying cause and manner of death, tracking intake and public information data for trends and statistics, producing reports for the Deputy Director and Child advocate, assist the deputy director and child advocate with public education, assignment of PEI Unit duties to PEI unit staff, first step analysis on all child safety issues brought to the OCA's attention, training of new PEI Unit staff, and assisting with projects to educate the public about Michigan's child welfare system.

Position Location/Remote Office:
The office is located in Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Office of the Child Advocate currently offers a hybrid work option which requires two days working on-site at the official work location in Lansing and the potential of up to three days of remote work per week. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.

Education
Possession of a bachelor's degree in any major.
Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.
