We are looking to add new talent to our growing team! We are currently seeking a Program Manager to work in a technical support role with highly skilled professionals on diverse project teams in a dynamic environment. This is an excellent opportunity to join a growing group and company and get involved in a variety of projects for a diverse range of clients. This is a part-time, temporary, on-call position working remotely from our Walnut Creek, CA office.

In this role, the candidate will provide Assistant Director-level staff augmentation services for the City of St. Helena, performing multiple, and varied, municipal functions backfilling a vacant position in the city. Responsibilities include supporting capital improvement project management for Public Works, inter-departmental collaboration, technology platform implementations, emergency preparedness planning, strategic goal setting, and development of training programs. Duties will closely reflect her most recent work assignments, which include managing a large Capital Improvement Program, revising recruiting and onboarding processes, championing customer service initiatives, leading technology upgrades, coordinating fire prevention and sustainability efforts, overseeing water and wastewater utilities, and supporting citywide planning and emergency response programs.


DUTIES/RESPONSIBILITIES
In this position, you will:

  • Provide expert-level staff augmentation services to supplement and support City of St. Helena operations.
  • Manage contracting, budgeting, and project delivery for a multi-million-dollar Capital Improvement Program.
  • Lead inter-departmental initiatives focused on collaboration and process improvement.
  • Champion customer service excellence and serve as project manager for multiple technology platform implementations (e.g., asset management, permitting, records, transparency portals).
  • Oversee municipal divisions, including Parks & Trees, Garage, Government Buildings, Streets, Underground Utilities, Water Treatment Plant, and Wastewater Treatment utilities.
  • Develop and implement alternative fuels and sustainable fleet management programs.
  • Coordinate fire prevention and vegetation abatement efforts.
  • Lead organizational strategic planning, development of employee evaluation/training programs, and community engagement projects.
  • Assist with facilitation and implementation of studies, master plans, and emergency operations plans.
  • Manage staff development related to water and wastewater improvements.
  • Contribute to special projects aligned with citywide goals and operational needs.
  • Perform all work in accordance with company and client health and safety protocols.
  • Demonstrate the company’s foundational safety behaviors.

SKILLS/EXPERIENCE
Minimum Skills and Requirements:

  • Master’s degree in Public Administration or related field.
  • Extensive experience serving in Assistant Director, Deputy City Manager, or similar roles at the municipal level.
  • Strong background in capital program management, municipal operations, and team leadership.
  • Experience implementing technology solutions for government process improvement and transparency.
  • Expertise in budgeting, contracting, and labor negotiations.
  • Excellent verbal and written communication skills, with demonstrated effectiveness in cross-departmental collaboration.
  • Proven ability to deliver emergency preparedness, training, and strategic planning programs.

Preferred Skills:

  • Certified Project Manager.
  • Experience with asset management platforms and municipal ERP systems.
  • Certified Municipal Clerk.
  • Notary Public.
  • Advanced training in public sector leadership and executive management.

The salary for this position in Walnut Creek, CA is $85.00 hourly. Actual compensation will be based upon a variety of factors such as education, related work experience, certificates, skills, and current market conditions. Haley & Aldrich reviews salary ranges each quarter to assess competitiveness with the market.
