Job Description:

Summary

Department of Public Health - Seattle and King County is seeking a Project/Program Manager IV (Family Ways Program Co-Lead) focused on pregnancy and parenting support in three specific communities: U.S. born Black/African American, American Indian/Alaskan Native, and Native Hawaiian/Pacific Islander communities. Family Ways Guiding Principles include racial equity, respect, participant-centered services with strength-based practice, collaborative decision making, accountability, and continuous improvement.

The Co-Lead will partner with the current program manager and the Family Ways team to implement Family Ways and apply program Guiding Principles. This position will supervise up to 10 staff who work from a variety of locations including Public Health Clinics and in the field. They will partner closely with the Best Starts for Kids Prenatal-5 Policy team, Parent Child Health Programs, community leaders and program participants to further develop the program. The Family Ways Co-Lead will report to and work collaboratively with the Parent Child Health Regional Team Area Manager.

Work Schedule

Typical work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm with additional evening and/or weekend hours as needed. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.

Work Location

Primary work location for this position will be based at the Chinook Building located at 401 Fifth Avenue

Seattle, WA 98104 and public health clinics: White Center/Greenbridge and Kent.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Teleworking:

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties

Partnership and Community Engagement:

  • Foster relationships with communities of interest and community organizations with expertise in pregnancy and parenting health and well-being.
  • Help assure that genuine community engagement continues to inform and lead program improvement and development through the oversight of a community advisory group and regular collection of participant and staff feedback.
  • Work collaboratively with evaluation team and data system support staff.
  • Collaborate and share decision making with community advisory group for continuous program improvements.

Program Leadership:

  • Develop and prioritize program goals/objectives.
  • Frame and monitor budgetary and operating conditions for the program.
  • Lead staff and teams to be participant-centered using strengths-based practices.
  • Apply trauma recovery and healing.
  • Prioritizing racial equity and social justice in collaborative work in the team and with other county programs.
  • Participate in Division meetings as necessary.

Gathering & Monitoring Data:

  • Use qualitative and quantitative data to support and monitor evaluation and analysis of processes and practices.
  • Coordinate and build equitable systems with Help Me Grow and Parent Child Health programs services for quality client experience.
  • May handle politically sensitive inquiries about program or work being done.

Supervision:

  • Recruit and hire a team who are representative of the populations we serve and dedicated to serving clients with quality and compassion.
  • Direct and supervise a combination of staff, including Community Health Workers, Social Worker, Public Health Nurse, Nutritionist, and Administrative support staff.
  • Manage teams with an array of cultures, languages and specialties.
  • Train, mentor, and support staff development. Investigate and resolve grievances, provide performance evaluations annually.
  • Provide regular Reflective Supervision for the staff.

Innovation and Dissemination:

  • Foster an environment for innovation and sustainability.
  • Provide technical assistance to agencies interested in implementing Family Ways.
  • Serve as technical expert to perform complex research and analysis and expert advisor in prenatal, postnatal and parenting health and well-being.

Effective Teams:

  • Build and foster work environments that instill open communication, teamwork, conflict resolution, humility, learning and healing, and commitment to racial equity and social justice. This program will have a culture of continuous improvement.

Other Duties as Assigned:

  • Perform other related duties as assigned.
  • Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities, work locations, and working hours.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • At least two (2) years of experience providing supervision, management, and support to a team.
  • Demonstrated knowledge of the prenatal to five years and early learning sectors in King County and Washington State with an emphasis on program and policy development for community-based services and community-based parenting.
  • Experience in successfully organizing, planning and managing large projects and initiatives from vision through completion.
  • Experience working with communities to build partnerships and gain understanding of unique community needs.
  • Demonstrated experience/expertise of implementation science and/or program design.
  • Extensive experience using data to make program and system improvements and writing and sharing effective reporting tools.
  • Deep knowledge and experience with equity and social justice principles and practices; and an understanding of the inequities due to place, race, policy and systems.
  • Demonstrated ability to work independently and as a team member.
  • Ability to be a liaison between systems both internally and externally with other jurisdictions and service providers.
  • Demonstrated knowledge of strategic planning techniques and principles, policy development, project management communication strategies.
  • Ability to work under deadlines, work on multiple tasks simultaneously, organize and prioritize work quickly in response to changing needs.
  • Excellent oral and written communication skills, including presentation and facilitation.
