Business Analyst, Federal Government Operations

JOB SCOPE: The Senior Operations Analyst must prioritize the needs of both external and internal customers when making decisions and taking actions. This role requires a high level of decision-making authority, impacting strategic business unit and corporate planning processes. Decisions made by the Senior Operations Analyst have a substantial impact on the organization's operational performance and strategic direction. The role involves frequent interaction with senior management, external partners, and other key stakeholders. The Senior Operations Analyst operates with a high degree of independence, making critical decisions with minimal oversight. This role may include indirect reporting relationships, requiring collaboration across various departments and teams.

 JOB SUMMARY: The ideal candidate will have a strong analytical background, excellent problem-solving skills, and a proven track record of optimizing operational processes. This role involves analyzing complex data, identifying trends, and providing actionable insights to improve efficiency and drive business growth.

 JOB ROLES AND RESPONSIBILITIES:

Responsible for gathering and analyzing data and requirements that help to deliver actionable intelligence in support of federal government operations business goals:

 Analyzing data such as government priorities, mission objectives, acquisition forecasts, recent awards, contracts that are expiring which are being recompeted, and other data related to government healthcare opportunities aligned with Claritev products and services. This information will assist in uncovering key challenges, trends, inefficiencies, or opportunities for Claritev to offer products and services to address government agency needs.

  • In collaboration with the business operations GMs and subject matter experts, generating process documentation such as user stories, use cases, and workflow diagrams to assist in articulating opportunities and developing annotated outlines for responding to government requests for information or proposals.
  • Gathering and documenting business requirements from internal and external stakeholders such as VP federal government operations, general managers (GMs), Growth, Government Affairs, Claritev Executive Leadership, and our business partners including prime bidders to analyze and qualify bid targets from our pipeline of opportunities.
  • Provide actionable intelligence against key pursuits based on information gathered from market intelligence/network services, and government sites specific to federal contracting such as Deltek/GovWin, G2Exchange, OrangeSlices AI, Federal Procurement Data System (FPDS), Acquisition.gov, USAspending.com, SAM.gov, etc.
  • Analyze and interpret large datasets to identify trends, patterns, and opportunities for improvement.
  • Develop and implement strategies to optimize operational processes and enhance overall efficiency.
  • Collaborate with cross-functional teams to gather requirements and provide data-driven recommendations.
  • Lead and participate in process improvement initiatives and projects.

Must be proficient in the following skills:

  • Strong analytical skills to understand data and solve problems.
  • Data analysis skills using tools such as Excel, Power BI, or SQL
  • Communication skills to clearly explain ideas to both technical and non-technical stakeholders.
  • Documentation abilities to write functional specifications and reports.
  • Ability to create flowcharts, system requirements, and business cases.
  • Familiarity with business development, program management, agile development, and lean principles and process
  • Statistical analysis, process mapping, and data-driven decision-making
  • Project management, business acumen, and structured critical thinking skills

COMPENSATION

The salary range for this position is $75k-$85k  Specific offers take into account a candidate’s education, experience and skills, as well as the candidate’s work location and internal equity.  This position is also eligible for health insurance, 401k and bonus opportunity.

Requirements

JOB REQUIREMENTS (Education, Experience, and Training):

Education:

  • Minimum Bachelor’s degree in Business Administration or Management, or 4 – 6 years of related experience.

Experience:

  • Minimum 2 years’ experience as a Business, Business Development or Functional Analyst within the Government Healthcare sector
  • Familiarity and/or experience with competitive intelligence tools such as Deltek/GovWin, G2Exchange, OrangeSlices AI, Federal Procurement Data System (FPDS), Acquisition.gov, SAM.gov & USAspending.com is desired.

Training:

  • Training in program or project management, agile scrum and/or lean six sigma a plus is preferred
  • Familiarity and/or experience with the Shipley method or other structured approach to business development and proposal management, widely used in government contracting and competitive bidding including the following key elements.
    • Pre-Proposal Preparation – Understanding customer needs, researching past awards, and analyzing competition.
    • Proposal Planning – Developing a detailed outline, assigning roles, and defining winning themes.
    • Proposal Development – Writing compelling, compliant proposals that highlight strengths and differentiators.
    • Review & Refinement – Conducting structured reviews (e.g., Pink Team, Red Team) to improve quality.
    • Submission & Follow-Up – Ensuring compliance, submitting proposals, and engaging with the customer post-submission.
    • Strong proficiency in data analysis tools and software (e.g., Excel, SQL, Tableau).
    • Excellent analytical and problem-solving skills.
    • Ability to communicate complex information clearly and concisely.
    • Experience with process improvement methodologies (e.g., Lean, Six Sigma) is a plus.
    • Strong organizational skills and attention to detail.
    • Ability to work independently and as part of a team.
