Responsibilities

The mission of the Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative and cost-effective solutions to meet DoD's environmental and installation energy challenges. 

To maintain military readiness and reduce maintenance costs, the DoD is motivated to improve the instability of the weapons systems and platforms life cycle. This initiative is accomplished through reducing pollution and developing environmentally friendly alternative materials. SERDP and ESTCP are developing and demonstrating the science, tools, and techniques needed to meet critical defense performance criteria while also reducing the impact on the environment and protecting the health of DoD workers and military personnel. The Weapons Systems and Platforms (WP) portfolio covers a breadth of topics including:

  • Per- and polyfluoroalkyl substances (PFAS)-free Aqueous Film Forming Foam (AFFF) alternatives
  • Surface Engineering
  • Energetic Materials and Munitions
  • Emissions and Waste Reduction

Noblis provides technical and programmatic support in the broad area of weapons systems and platforms to execute the mission of these DoD Programs. We seek to identify personnel with knowledge and experience in this area to join our team of talented professionals to successfully support the strategic goals of SERDP and ESTCP. This is a client-facing position.

The successful applicant will work within and lead the WP team supporting SERDP and ESTCP to:

  • Become a trusted advisor to the WP Program Manager and serve as the liaison between project teams and the SERDP and ESTCP Office.
  • Lead the management of a portfolio of over 150 active projects, which includes, but is not limited to, the topics of PFAS-free AFFF alternatives, surface engineering, energetic materials and munitions, and emissions and waste reduction.
  • Support the proposal selection process by facilitating online and in-person reviews and review meetings. Provide logistical and administrative support during the meetings.
  • Monitor financial and technical progress of research and demonstration projects. Tasks include but are not limited to tracking action items, responding to questions from project teams, identifying and managing lagging projects.
  • Plan, prepare for, and participate in a wide range of meetings, workshops, and conferences. This includes, but is not limited to, developing agendas, presentations, and other associated materials.
  • Support a wide range of in-person and virtual meetings, workshops, and conferences. Represent the client, staff conference booth, attend technical sessions, provide Program updates, and gather relevant information to inform Program’s research and topic development.
  • Assist in the development of research and demonstration solicitation topics. Tasks include but are not limited to performing online literature research, analysis of past projects, and conducting stakeholder interviews.
  • Develop technology transfer and outreach materials such as writing blogs, social media content, and presentations.
  • Collaborate directly with Principal Investigators to increase consistency in project performance and financial reporting.
  • Develop and execute other Program-related initiatives as needed.
  • Foster a collaborative and positive team environment.

Preference will be given to candidates located in the DMV area.

Required Qualifications

Bachelor Degree in Chemistry, Materials Science, Engineering, or a related field

  • 3-5 years of professional experience working in a field related to environmental exposure, manufacturing, or engineering (OR a Masters Degree and 1 year of related experience)
  • Experience in a client-facing position
  • Experience in project management, preferably managing a portfolio of projects
  • U.S. citizenship

Desired Qualifications

  • Advanced degree in Chemistry, Materials Science, Engineering, or similar
  • Experience with managing research & development or demonstration & validation project portfolios
  • Experience in technology research and development, testing and validation, and/or technology transition
  • Experience with PFAS and other chemicals of concern
  • Experience with Department of Defense or military organizations
  • Experience with data visualization tools.
  • PMP Certification
  • Preference will be given to candidates located in the DMV area

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
