Summary
Public Health - Access & Outreach program is seeking an Education Consultant I (Educator Consultant - Access & Enrollment) to join its innovative team! With support from the PPMIV, this position will work alongside Healthcare Navigators, Public Health Center management and staff, and the Billing and Revenue Unit to develop, test, and implement quality improvement strategies to ensure all Public Health clients know about insurance options they may be eligible for either at the time of service or through follow-up. This position will participate in providing direct services to clients through the strategies implemented and may float to sites as needed to reduce gaps in access. Evenings and weekends are mandatory for this position.

Work Schedule
Typical work schedule is Monday through Friday, 8:00 am to 5:00 pm, however, schedules are flexible; some hybrid work; some evening; weekends. This
is a Non-Exempt position and is subject to the provisions of the Fair Labor
Standards Act and is overtime eligible.
Work Location
The Access & Outreach Program works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Downtown Public Health Center located at 2124 4th Avenue, Seattle 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Job Duties
- Providing education and eligibility screening or referral for health insurance, transportation discount programs, energy assistance programs, Breast and Cervical Health Program, King County Adult Dental Program, Basic Food and other programs or resources as needed.
- Providing application assistance or direct enrollment services to clients for: Apple Health, Qualified Health Plans, Orca Lift, DSHS programs, and other programs as needed.
- Providing community-based or staff-based presentations on our services and/or eligibility for various programs.
- Conducting outreach throughout King County at health fairs, libraries, schools, and other community-based organizations.
- Answering the Community Health Access Program (CHAP) phone line and assisting clients in navigating services.
- Providing support to navigators throughout King County to troubleshoot WA HealthPlanFinder applications.
- Developing data to show the effectiveness of strategies implemented.
- Pulling and distributing outreach reports.
- Participating in quality improvement workgroups.
- Data entry of outreach outcomes into EPIC and Access and Outreach Database.
- Backing up and providing support to Healthcare Navigators based in the Public Health Centers.
- Maintaining quality assurance by creating timelines and communication workflows.
- Travel to various locations in King County. Work some evenings and weekends.
Experience, Qualifications, Knowledge, Skills
Our ideal candidate will demonstrate the following (Minimum):
- Experience conducting outreach and enrolling clients into Apple Health and Qualified Health Plans.
- Certified Navigator II by WA Health Benefit Exchange. Public Health employees will have 30 days to get the certification. A&O provides training and certification.
- Experience using EPIC.
- Experience doing presentations and leading groups preferred.
- Excellent communication skills (oral and written).
- Demonstrated flexibility and experience working in a variety of settings.
- Skilled in relating to and working with clients from various cultures, racial and social and economic status.
- Ability to travel to various Public Health Centers.
- Ability to work well independently and within a team setting.
- Ability to work flexible work schedule which may include evenings and weekends.
The most competitive applicants will have the following experiences and qualifications (Desired):
- Experience working at a Public Health Center.
- Skilled in Microsoft Word, Excel, and Outlook.
- Experience leading teams or projects.
