TERM-LIMITED POSITION: This position is term-limited with an anticipated end date of three years from the time of hire with some opportunity for a one-year extension.  This position is eligible for State employee benefits and may be extended as the situation warrants. The Digital Service Expert serves as a technical lead, web experience expert, and plays a critical role in Colorado's mission of delivering radically transformed web experiences that provide fast, secure, and personalized government services. This position will be essential to Colorado's ambitious digital government transformation initiatives, working under accelerated timelines to pilot and launch entirely new digital government experiences.

As a senior engineer and digital transformation strategist, you will lead the technical vision and execution of Colorado's new web experiences, with deep expertise in Drupal, modern web technologies, and government digital service delivery. You'll collaborate intensively with pilot agencies to understand user needs and requirements, and execute rapid, iterative development cycles to meet aggressive launch deadlines.

This role requires someone who thrives in high-pressure, fast-moving environments while maintaining focus on user-centered design and accessibility. You'll serve as the technical bridge between state agencies, external vendors, and internal teams, ensuring seamless integration of complex stakeholder requirements into cohesive, scalable web services.

The successful candidate will combine hands-on Drupal development expertise with proven experience in government digital transformation, civic technology initiatives, and large-scale web modernization projects. You'll be responsible for defining technical specifications, managing vendor relationships, and ensuring the new platform meets both immediate pilot needs and long-term strategic objectives.

 

The Digital Service Expert:

Is a technical leader with a proven track record in their skill-set of delivering IT products and services. While all positions will contribute to the entire mission of OIT and CDS, some positions will focus on specific aspects of the mission such as software engineering, product management, etc.

  • Uses expertise in their skill set to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.

  • Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices and modern consumer Internet technologies, to communicate major initiatives to the public, and support the recruitment of top technical talent into the State government.

  • Uses demonstrated experience in their skill set to consult with OIT and agency customers in best practices for launching products from a technology, policy, and procurement perspective.

  • Serves as a respected authority on a diverse range of issues related to technology, government procurement, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.

  • Articulates the "for you, with you, by you" strategy of working with agencies, learning what works, and adjusting the strategy as necessary.

  • Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.

Required tasks to fulfill primary responsibility:  

  • Lead technical architecture and development strategy for Colorado's digital government initiatives, with primary focus on Drupal-based solutions and modern web technologies.

  • Design and implement a scalable information architecture that supports diverse agency needs and user journeys across state government services.

  • Execute hands-on Drupal development, including custom module development, API integrations, and frontend implementation.

  • Drive rapid, iterative development cycles using agile methodologies to meet aggressive launch timelines while maintaining quality standards.

  • Facilitate complex stakeholder management across multiple pilot agencies, translating diverse requirements into unified technical specifications.

  • Partner with UX researchers to conduct user research, build prototypes, and ensure accessibility compliance (WCAG 2.1 AA) throughout development.

  • Develop reusable components, technical documentation, and measurement frameworks to support future state agency adoption.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • At least 5 years of experience delivering product management, user experience design, software development, or related concepts in complex environments.

  • Documented proficiency in working collaboratively with teams across the software development life cycle.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications: 

  • Experience with government content management and digital service platforms (Drupal, or similar).

  • Previous work with state or federal digital transformation initiatives (18F, USDS, Code for America, or similar organizations).

  • Experience with modern government design systems and component libraries.

  • Background in information architecture and content strategy for large, complex websites.

  • Experience with data migration, legacy system integration, and API development.

  • Familiarity with government procurement processes and public sector contracting.

  • Knowledge of Colorado state government structure and agency operations.

Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test. 

This position may require travel within the specified geographic area, and to locations across the state as needed. 

This position may require on-call duties as needed by the position. 

If this posting indicates "remote from anywhere in CO" in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.  A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
