Departmental Overview

The California Child Welfare Indicators Project (CCWIP) is a research and technical assistance center in the School of Social Welfare, operating under contract with the California Department of Social Services (CDSS). CCWIP delivers a portfolio of training and technical assistance to CDSS staff and child welfare agencies across California's 58 counties.

Position Summary

The Child Welfare System Improvement Trainer trains state (CDSS) and county personnel on applied analytic concepts and on using CCWIP outcome data to develop, implement, and evaluate system-level improvement efforts under the California Child and Family Services Review (C-CFSR). This position's work spans consultative needs assessment, development of training content and delivery structures, and direct facilitation across a range of settings and audiences, as well as analytic support for outcomes and accountability staff. CCWIP seeks a Child Welfare System Improvement Trainer to deliver a comprehensive training portfolio for state and county child welfare stakeholders.

Responsibilities

Training Delivery - 40%

  • Designs and leads training for the California Department of Social Services (CDSS) and county child welfare personnel on applied analytic concepts and on interpreting and applying CCWIP outcome data within the California Child and Family Services Review (C-CFSR) framework, across in-person and virtual settings.
  • Independently determines the appropriate instructional approach for each topic and audience.
  • Decides when a concept calls for a facilitated workshop, an asynchronous module, or embedded coaching with county staff.
  • Designs and adapts delivery for audiences with data fluency ranging from novice to advanced, adjusting in real time when the actual audience mix differs from the planned mix.
  • Operates without a preexisting delivery model, exercising independent professional judgment over pedagogy, sequencing, and format.

County Consultation and Technical Assistance - 20%

  • Consults with county child welfare agencies to identify training and technical assistance needs and to advise on data-informed, system-level improvement efforts.
  • Diagnoses why a given county is not effectively using outcome data in its continuous quality improvement (CQI) process, and adjusts the training and technical-assistance approach to address the underlying barrier rather than the presenting symptom.
  • Redesigns training to align with CQI activities underway at the county level, reconciling CDSS's stated priorities with observed county practice.
  • Works directly with county leadership and analysts, tailoring recommendations to each county's capacity and context.

Content and Training Curriculum Development - 20%

  • Develops training materials, curricula, and delivery structures tailored to varied audiences and skill levels across the CCWIP training portfolio.
  • Establishes the structure and standards of that portfolio where none previously existed.
  • Determines the curriculum architecture, the progression from foundational to advanced content, and the criteria by which training effectiveness is evaluated.
  • Revises curriculum across the portfolio in response to Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) system changes, assessing which modules are affected and re-sequencing content accordingly.
  • Reconciles competing training priorities across multiple CDSS branches with differing analytic needs, determining what can be delivered through a common curriculum and what requires branch-specific development.

Analytic Support - 15%

  • Provide analytic support to CCWIP's outcomes and accountability staff, connecting CCWIP data to county and state practice and system-improvement work.
  • Translates complex quantitative findings into training content and technical assistance that nontechnical audiences can act on.
  • Designs approaches to extend training capacity across all 58 counties beyond what direct delivery can reach for example, developing a train-the-trainer or distributed delivery model.
  • Applies independent analytic judgment to determine which data and measures best support a given county's improvement question.

Data and Systems Fluency - 5%

  • Maintain deep, current knowledge of CCWIP data, indicators, and systems, including CWS-CARES and the underlying child welfare data structures, to ensure accuracy and relevance.
  • Continuously incorporate system and policy changes into the portfolio so that content stays aligned with the operational reality counties are working in.

Required Qualifications

  • Demonstrated experience delivering training or technical assistance to professional, agency, or government audiences.
  • Experience working with administrative or child welfare data, or comparable applied-analytics experience.
  • Experience consulting with public sector leadership and operational staff to diagnose organizational barriers, tailor continuous quality improvement (CQI) strategies, and deliver targeted technical assistance to diverse county-level stakeholders.
  • Bachelor's degree in a related area and/or equivalent experience/training.

Preferred Qualifications

  • Knowledge of the California child welfare system, the C-CFSR, AB 636, and FFPSA.
  • Familiarity with and/or ability to learn CCWIP data and systems, or demonstrated ability to rapidly master complex administrative data systems.
  • Experience partnering with counties or public agencies on outcomes, accountability, or continuous quality improvement.
  • Strong data-communication skills - translating quantitative concepts and results for non-technical audiences.
  • Master's degree in a related area and/or equivalent experience/training.
