This Position Is Funded In Part Through Federal Funds.

The Applications System Manager I supports the North Carolina Department of Health and Human Services (DHHS) Information Technology Division (ITD) by managing technical teams that develop and maintain IT applications aligned with state health and human services priorities. This position operates within the APMO/Medicaid - Purple Portfolio and is responsible for leading personnel and projects that impact over 130,000 Medicaid providers and more than 3 million beneficiaries across the state.

The role involves coordination with business and technical stakeholders, including DHHS leadership, other state and federal agencies, and contractors. This work directly contributes to the success of critical IT implementations, including components of the Modular Medicaid Enterprise System (MES), and supports data and analytics efforts across multiple health divisions.

Key Duties Include:

  • Lead, mentor, and manage a team of professional IT staff.

  • Develop performance plans, conduct evaluations, and manage employee relations.

  • Provide day-to-day work direction and allocate resources to meet programmatic goals.

  • Oversee the planning, design, development, testing, and implementation of software applications.

  • Collaborate with stakeholders across divisions and agencies for requirements gathering and strategic planning.

  • Manage vendor relationships including contracts, negotiations, and performance monitoring.

  • Coordinate with project and service management teams to ensure timely delivery of application solutions.

  • Monitor compliance with audit standards and participate in policy and standard development.

  • Recruit and supervise contractor resources as needed.

  • Oversee budget planning and allocation for assigned unit functions.

  • Experience managing cloud-based systems, technology, or projects.

Management Preferences:

  • Project Management Professional (PMP), Certified Scrum Master (CSM), or SAFe certifications.

  • Cloud platform certifications (e.g., AWS, Azure, Google Cloud).

  • Experience with Medicaid and Managed Care systems.

Bachelor's degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work
OR
Associate degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work
OR 
An equivalent combination of education and experience
