The Calvert County Office on Aging is seeking a knowledgeable and detail-oriented Financial Manager to lead and oversee all fiscal operations for the division. This position is responsible for managing multiple funding streams across federal, state, and local levels, ensuring compliance through accurate budget preparation, audit readiness, and timely reporting. The role also supports the development of the annual Area Plan submitted to the Maryland Department of Aging and provides oversight of the volunteer tax program. A degree and relevant experience in finance or a related field are required. This is an excellent opportunity to make a meaningful impact in a dynamic and mission-driven environment.

Functions as the financial manager for the Office on Aging division.  Oversees multiple funding sources at the federal, state, and local level.  The work involved preparing budgets, preparing for audits, other reports and requests, and preparation and oversight of quarterly and annual reports.  Assists management team with development of annual Area Plan to the MD Dept. of Aging and oversees the volunteer tax program.  The work requires a degree and experience in the field.

Functions as the financial manager for the Division, supervises administrative support staff and coordinates all Division financial and statistical activities.  The work involves preparing budgets, seeking new grants and writing grant applications.  The work requires a degree and experience in the field.  The work is performed under technical supervision.

Essential Job Functions

Oversees preparation, organization and submission of Federal, State and County budgets.

Approves expenditures and participates in annual audits at Federal, State and County levels.

Oversees preparation and signs quarterly and annual reports for the grant funds.

Requests, receives and deposits grant funds from the State; oversees reconciliation to align the State fiscal year with the Federal fiscal year.

Prepares technical and complex grant applications and associated contracts/memorandums of understanding and funding requests; monitors programs that require a reimbursement method rather than standard grant funding.

Provides support, direction and recommendations for the volunteer, non-profit Calvert Meals on Wheels, Inc. (CMOW) organization in association with providing home delivered meals.

Coordinates the CMOW program with caterer, clients, nutrition staff and volunteers to ensure compliance with State and Federal requirements.

Provides input for menu implementation and for the Hazard Analysis Critical Control Point (HACCP) plan and nutrition education to clients; distributes and interprets client surveys, and performs reassessments of clients.

Interacts with and coordinates efforts of the Area Agency (OOA) with State OOA and the County’s Finance & Budget Department, Treasurer's Office, Department of Community Resources and County Commissioners.

Effectuates modifications to budgets during the fiscal year.

Trains and evaluates staff in accordance with County policies and procedures.

Prepares the Area Agency Plan for the State, including all fiscal content.

Manages the staff and all functions of the fiscal section and the office support staff. Prepares bid specifications for contracts to provide services within program and fiscal guidelines set forth in the Older Americans Act and/or State grant programs.

Negotiates and executes all Office on Aging contracts.

Manages the Division’s statistical database and prepares special reports as needed; coordinates Division’s technology functions.

Seeks new grants and writes new grant applications, as well as writes grant proposals for ongoing grant-funded activities.

Coordinates and oversees a volunteer tax program.

Assists Division Chief with developing agency policies and procedures.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:

Bachelor's degree in accounting or related field.

Experience:

Five years of progressively responsible experience in fiscal administration and grant writing that includes considerable experience managing staff, daily operations, customer service and policy development and implementation.

Licenses or Certificates:

Valid driver’s license.

Special Requirements:

Operation of a County owned vehicle.

Subject to background investigation.

Physical Demands:

Operation of keyboard devices.

Unusual Demands:

Work is subject to frequent interruptions, inflexible deadlines, and attendance at evening/weekend meetings.

Compensation Steps:

Department of Community Resources, Office on Aging

Pay rate: $45.43 - $52.11 per hour; $82,683 - $94,840 annually

Grade 726, Merit full-time position, 35 hours per week

This position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly. This arrangement is at the supervisor's discretion and may change based on business needs.
