Title: Acquisition Specialist (Multiple Levels)

Job Description:

Responsibilities

Noblis is seeking a  Acquisition Specialist to support a major Air Traffic Control System modernization effort under the Federal Aviation Administration (FAA). The Acquisition Specialist will assist in the development and management of a wide variety of procurement and contract-related documentation for complex systems and services. They will work closely with program management, engineering, legal, and financial teams to ensure acquisition activities are strategically planned, executed efficiently, and fully aligned with program and regulatory requirements.  They will bring innovative thought and approaches to structure large-scale, complex acquisitions to focus on speed and cost-effectiveness.

 

Responsibilities:

  • Apply experience and knowledge of FAA’s JRC and the AMS processes, lifecycle, and milestones to shape and execute major enterprise acquisitions across the communication, surveillance, automation, and facility domains.
  • Assist in the development of Acquisition Plans and other procurement justifications and approval documentation.
  • Support the preparation and implementation of Acquisition Strategies, incorporating risk/opportunity management throughout the lifecycle.
  • Develop Source Selection Plans, including the formulation of evaluation criteria.
  • Create and manage Contract Line Item (CLIN) structures and track deliverables.
  • Draft Statements of Work (SOWs), task statements, and contract modifications.
  • Manage contract correspondence and maintain clear, timely communication with all stakeholders.
  • Collaborate with project teams to ensure acquisition activities align with project goals and compliance requirements.
  • Provide guidance and support in all aspects of the acquisition process, from pre-award through closeout.
  • Proactively track and alert program stakeholders to potential contractual, financial, performance, or programmatic issues.
  • Offer technical leadership, advice, and guidance on acquisition policies, processes, and best practices.


Required Qualifications

  • Experience with shaping, executing, and overseeing large-scale acquisitions for mission-critical federal agency programs in the civilian or defense spaces.
  • Ability to successfully pass a federal background investigation and receive a favorable suitability determination.
  • Demonstrated experience developing Acquisition Strategies and Plans compliant with applicable federal laws, regulations, and policies.
  • Experience with program performance analysis, strategic program planning, and acquisition lifecycle management.
  • Strong communication skills and ability to collaborate effectively with cross-functional teams.
  • U.S citizen or Green Card Permanent Resident Required (3+ years U.S. residency)

 

 

Required Education and years 

 

Level I  

  • 0-4 years of experience and a Bachelor’s degree in Computer Science, Electrical Engineering, Systems Engineering, or related technical field.
  • Substitution: High school degree with a minimum of 4 years experience.
  • Salary Range:  $52,600 -  $82,150

 

Level II  

  • 5-9 years of experience and a Bachelor’s degree in Computer Science, Electrical Engineering, Systems Engineering, or related technical field.
  • Substitution:   
    • Masters degree with 3-7 years of experience would qualify 
    • PHD degree with 0-4 years of experience would qualify 
    • Highschool degree with an a minimum of 9 years experience.  
  • Salary Range: $63,600 - $99,450

 

 

Level III  

  • 10-15 years of experience and a Bachelor’s degree in Computer Science, Electrical Engineering, Systems Engineering, or related technical field.
  • Substitution:   
    • Masters degree with 8-13 years of experience would qualify  
    • PHD degree with 5-10 years of experience would qualify
    • Highschool degree with a minimum of 14 years experience.
  • Salary Range: $77,000 - $120,275

 

Level IV  

  • 16-24 years of experience and a Bachelor’s degree in Computer Science, Electrical Engineering, Systems Engineering, or related technical field.
  • Substitution:   
    • Masters degree with 14-22 years of experience would qualify  
    • PHD degree with 11-19 years of experience would qualify  
    • Highschool degree with a minimum of 20 years experience.
  •  Salary Range: $102,500 - $160,100

 


Desired Qualifications

  • Experience with the preparation of Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), Justifications and Approvals (J&As), and contract modifications.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and other relevant federal procurement policies.
  • Familiarity with lifecycle acquisition frameworks and performance-based contracting strategies.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $52,600.00 - USD $179,300.00 /Yr.
