Job Description:
Position Summary
This advanced level position works as the department's Website Content and Development Manager under the general review of the Communications Director. It is responsible for the content oversight, development, and maintenance of the department's internal and external websites, developing, recommending and enforcing web content policies, procedures, and standards. Responsibilities also include providing technical support for web-related technologies and advising in the implementation and support of advanced technologies for the publication and maintenance of the Department of Revenue (DOR) information on both the internal and external web servers.
This position will lead the I-net Coordinators in recommending and implementing website activities for the agency to assure our presence on revenue.wi.gov meets the statewide goals while still meeting DOR's customers and business needs.

Salary Information
The starting pay rate for this position is between $79,040-$83,200 annually, depending on experience and qualifications.
The classification of this position is IS Technical Services Specialist, which is in Pay Schedule 07, Pay Range 33. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

Job Details
Background Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.
I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. The Department of Revenue does not sponsor work or student visas, either at time of hire or at any later time. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.
Probationary Period: A 12-month probationary period may be required.
Remote Work/Telework: This position is eligible for remote work/telework up to 60%. After completion of a training period, telework may gradually increase up to 60% based on employee performance and work unit needs.
Special Requirement: DOR's computer systems must be operational 24 hours a day, 7 days a week. Functions defined in this position may sometimes require work schedule changes to resolve problems affecting normal operations. In most cases, these schedule changes will not require working more than the normal work week hours, but they may require changing work schedules to work before and/or after normal computer support hours, so that the normal operations are not affected. On an infrequent basis, should DOR have computer problems during unscheduled work hours, you may be requested to assist with resolving those problems in a timely manner so that DOR computer systems are operational as soon as possible.
Qualifications
Minimally qualified applicants will have experience in all of the following:
- Updating information on websites (such as internal websites, external websites or teamsites).
- Creating new web pages and utilizing a content management system (such as SharePoint. WordPress, Drupal, etc.)
- Publication composition for the public (such as creating, writing, editing and proofing materials for posting on websites and other platforms).
- Experience creating and editing using Microsoft Office Suite, SharePoint, HTML\CSS, and Adobe Acrobat Professional.
In addition to the above, well qualified applicants will have experience in any of the following:
- Leading website related projects or teams
- Analyzing website data and creating web usage reports
- Monitoring and enforcing website standards and policies
- Conducting training and providing user support for website related topics
