Job Description:
GENERAL STATEMENT OF DUTIES
The Senior Data Architect will help define and deploy enterprise data architecture for standardized access, analytics, and business intelligence while establishing governance frameworks to ensure data quality and compliance. The Senior Data Architect will be a central resource for enterprise data and metadata management, supporting strong governance practices throughout the data lifecycle.
DISTINGUISHING FEATURES OF THE CLASS
The Senior Data Architect is an experienced professional reporting to Chief Data Officer, working closely with cross-functional teams from various departments to provide recommendations for optimized data architecture based on the data storage and retrieval needs for Guilford County and within each department. The ideal candidate will have proven experience with data warehouse design, dimensional modeling, Master Data Management (MDM) and Business Intelligence (BI) and data governance principles. A key function of this position will be to advise on best practice for data management – extraction, cleansing, alignment, storage, and governance – while facilitating the development of data stewardship across departments. The Senior Data Architect will be responsible for constantly monitoring our enterprise data architecture, maintaining governance standards, and quickly addressing any issues.

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
- Provide insight into the changing data storage and utilization and governance requirements for the county and offer solutions.
- Assess and determine data governance, stewardship, and frameworks for managing data across the organization within the IT governance process and technical architecture.
- Create short-term tactical solutions to achieve long-term data management objectives and an overall data management roadmap within the IT governance process.
- Define/update county-wide data inventory documentation, storage standards, and governance guidelines.
- Analyze database implementation methods to make sure they are in line with county IT governance policies, external regulations, and adopted standards.
- Develop database design and architecture, and governance documentation for executive administration.
- Establish metadata standards and management practices to support both technical and business needs.
- Work with cross functional stakeholders to assist with data-related technical issues, governance initiatives and data infrastructure needs.
- Other duties as assigned by the Manager / Supervisor.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
- Sound working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.
- Strong analytic skills related to working with structured and unstructured data.
- Ability to build processes supporting data transformation, data structures, metadata, dependency and workload management.
- A successful history of manipulating, processing and extracting value from large disconnected datasets.
- Strong project management and organizational skills.
- Ability to solve complex data design problems.
- Knowledge of Data Governance and best practices around data architecture.
- Experience supporting data quality initiatives and governance policies.
- Understanding of data lineage and its importance in governance and compliance.
- Experience with software tools such as Visual Studio, Microsoft SQL Server Reporting Services, Integration Services and Management Studio, Microsoft PowerBI and Tableau.
- Experience supporting and working with cross-functional teams in a dynamic environment.
Typical Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s degree in Computer Science, Statistics, Information Systems or another quantitative field with 5 years or more of experience in a Sr. Data Architect, Database Administration and/or Data Architect role
Preferred Qualifications
- Experience leading data governance and data quality initiatives within an enterprise environment
- Demonstrated experience with metadata management and/or data catalog tools and developing data dictionaries across multiple enterprise systems
- Direct experience in implementing enterprise data management processes, procedures, and decision support in a government or regulated industry setting
- Experience with large-scale data modeling, data lineage tracking and documentation in complex data environments
- Proven ability to communicate technical concepts to non-technical stakeholders and facilitate cross-departmental data standards
Supplemental Information
PHYSICAL DEMANDS AND WORK CONDITIONS
Must be able to physically perform the basic life operational functions of fingering and talking.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
