Job Description and Duties

The CalSTRS Enterprise Strategy Management Division is seeking an experienced Research Data Manager to work as a Research Manager over the Survey Research & Analysis and Research & Development Unit.

The Enterprise Strategy Management Division drives strategic planning, organizational performance, enterprise sustainability, continuous improvement, research, and innovation at CalSTRS. The business areas in the division work together to increase CalSTRS’ ability to integrate business insights into organizational planning and performance. The work of the division informs the Teachers’ Retirement Board and the CalSTRS executive staff to arrive at sound decisions in pursuit of CalSTRS’ strategic goals.

Under administrative direction of the Enterprise Strategy Management (ESM) Director, the Research Data Manager supports the Teachers’ Retirement Board, CalSTRS Executive Team and staff by applying technical knowledge of statistical processes, research methodologies, appropriate sensitivity to the content, impacts of the data and relevance to CalSTRS and the pension industry. The incumbent oversees two programs in the operation and development of CalSTRS research: Survey Research & Analysis (SRA) and Research & Development (R&D). The SRA program is a system of surveys designed to collect insights from key customer groups, analyze, interpret, and distribute data regarding CalSTRS member needs and their opinions about staff, services and products, as well as internal service surveys and employee satisfaction surveys. The R&D program is a system of literature reviews, best practice research on organizational and industry  activities designed to respond to board requests, legislative changes, industry trends, and economic impact related to CalSTRS benefits. The Research Manager fosters quality research, technical expertise and teamwork within the programs and the organization to provide insight on potential CalSTRS opportunities and impacts, on members and the pension industry.

The ideal candidate will possess the following skills: 

  • Expert understanding of survey, research and data analysis methods with research standards using a variety of software packages and statistical analyzes
  • Proven project management skills and proven track record to execute projects with solid results
  • Demonstrated experience presenting complex topics and data to a wide variety of audiences
  • Ability to work effectively with a diverse group of people and business functions and maintain positive and professional working relationships
  • Ability to maintain confidentiality of all information entrusted to this position and work closely with executives and senior leaders
  • Expert understanding of data segregation in surveys

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Working Conditions

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

Special Requirements

Exam

This position requires a current Research Data Manager Exam.
Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

CalSTRS Disclosure Requirements 

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).
