The agency may authorize the selected applicant to telecommute on a hybrid schedule. The agency may terminate or modify the telecommuting arrangement at any time.
The Department for Public Health, Division of Maternal and Child Health, oversees a dynamic Women, Infants, and Children (WIC) Nutritional Program that supports mothers and children's nutritional health and well-being in the Commonwealth. This position provides technical assistance to local agencies, interpreting program policy and procedures; assists with the nutrition program manual; and performs research and analyzes the impact of new federal and state laws and regulations on the automated WIC system.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Cabinet for Health and Family Services (CHFS) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in U.S. CHFS will only use E-Verify once you have accepted a job offer and completed the Form I-9.
Key Job Responsibilities:
- Provides technical assistance by phone, email, or in person to WIC participants, state staff, local agencies, and others.
- Provides information and interpretation of policies and procedures regarding the complex WIC Program, the Management Information System (MIS) and Electronic Benefits Transfer (EBT) systems.
- Assists in the development and implementation of new and innovative approaches to solving system issues and makes recommendations for policy and procedural modifications.
- Performs research and analyzes the impact of new federal and state laws and regulations on the automated WIC system.
- Reviews, records, and reports for compliance with regulatory and policy standards.
- Writes, reviews, and updates policies and procedures for the WIC Program Manual related to the WIC MIS and EBT systems.
- Provides assistance for user access, set-up, and operation of the automated WIC system.
- Runs, reviews, and analyzes system reports.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.

Substitute EXPERIENCE for EDUCATION: Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.
