Position Overview:

The Office of Sponsored Projects Administration (OSPA) advances Sutter Health's mission by offering timely, comprehensive, and high-quality grant application and award management services to our investigators and their collaborators. OSPA is dedicated to adhering to the regulations set forth by our funding sponsors and safeguarding the financial, legal, and intellectual interests of our institution.

This PreAward Lead position is part of the OSPA's PreAward team and will work closely with the PreAward Manager. Duties for this team include assisting applicants with proposal development and submission, administration of grants, and oversight of grant-related compliance regulations. Major functions include pre-award grants management and administration for federal and private foundations for basic sciences and clinical research. Responsibilities include preparation of subcontract and service agreements, coordination of complex grant submissions, setting timelines, providing guidance on requirements, development of budgets, award analysis, as well as assurance of agency and Sutter Health policy compliance. Other compliance areas include but are not limited to conflict-of-interest management and subrecipient monitoring analysis.

As the Lead, this position will provide functional expertise, oversight, and direction to ensure effective coordination and collaboration within the team. This includes translating external regulatory interpretation into training and procedure, acting as a resource to help to build the capacity of the team and provide feedback to the PreAward Manager on policies and opportunities for process improvement to help streamline OSPA services. The successful candidate must be highly motivated and organized individual who thrives in deadline driven, demanding and challenging environment. In addition, candidates should have extensive experience with pre-award grant administration and federal regulations, strong analytical and problem-solving capabilities, as well as excellent communication and collaboration skills.

While the job is mostly Monday - Friday, flexibility will be expected to work occasional nights and weekends to meet deadlines.

Equivalent experience will be accepted in lieu of the required degree or diploma.

TYPICAL EXPERIENCE:

• 8 years or more relevant experience in pre-award grant administration with knowledge of OMB circulars, Federal regulations governing grants and contracts (including NIH), and a strong commitment to customer service. Preference given to candidates with administration experience in healthcare, research, or higher education.

SKILLS AND KNOWLEDGE:

• Advanced analytical skills and generalized knowledge of policies and procedures in more than one functional area or substantive knowledge in a specialized field.
• Knowledge of federal government circulars Office of Management and Budget (OMB A-110, A-122 and A-133) state and local regulations and standard contract clauses
• Skills in communication (both written and oral) in the English language, have ability to articulate needs and questions clearly, and have organization, time management, and problem-solving skills
• Must be detail-oriented, work quickly and accurately, and be able to multi-task
• Ability to work with competing deadlines and numerous personalities with diplomacy and tact
• Able to work independently with minimal supervision and exercise good judgment according to the goals of the unit
• Demonstrated skills in spreadsheet, word processing, and accounting applications (MS Office, Word, Excel)
• Demonstrated ability with financial forecasting
• Knowledge of grants management practices
• Proficient knowledge of accounting practices.
• Must possess follow-up and follow-through and investigative skills
• Ability to participate effectively as a member of a clinical research team.

Pay Range is $56.03 to $84.05 / hour. New Jersey, Washington Pay Range is $48.72 to $73.08 / hour. Colorado, Florida, Georgia, Illinois, Michigan, Minnesota, Nevada, North Carolina, Ohio, Oregon, Pennsylvania, Texas, Virginia Pay Range is $43.85 to $65.78 / hour. Arizona, Arkansas, Idaho, Louisiana, Missouri, Montana, South Carolina, Tennessee, Utah Pay Range is $38.98 to $58.47 / hour.

The salary range for this role may vary above or below the posted range as determined by location. This range has not been adjusted for any specific geographic differential applicable by area where the position may be filled. Compensation takes into account several factors including but not limited to a candidate's experience, education, skills, licensure and certifications, department equity, training and organizational needs.
