Job Description

This position exists to perform entry professional HR work to ensure that the requirements of all collective bargaining units at Metropolitan State University (with specialization in the Inter Faculty Organization- IFO) and all rules, regulations and laws pertaining to personnel are met, ensuring that the bargaining unit agreements are administered in an equitable manner. In addition to this broad set of responsibilities, this position has access to documents/data containing labor relations information and serves as a resource to the management team for labor relations information, as defined in M.S. 13.37. This position also researches/compiles classification and compensation information to respond to equity proposals for salary ranges for classes under review in collective bargaining negotiations and provides assistance and information for use in the development of a strike plan. 

PRINCIPLE RESPONSIBILITIES AND RESULTS 

Manage the IFO (Resident Faculty) employee life-cycle (pre-hire to post-retirement/resignation), including:  

  • Serving as a faculty contract compliance expert by working closely with academic affairs staff, ensuring proper assignment coding and how to handle unique assignment situations, overpayments, especially those areas specific to Metro State University. 

  • Building and maintaining effective working relationships with employees, developing/distributing employee communications, conducting comprehensive individual orientations and check in sessions. 

  • Maintaining extensive knowledge of various benefit programs and options including knowledge of defined benefit and defined contribution retirement plans, supplemental and voluntary retirement plans, early retirement incentives, and phased retirement options to assist employees. 

  • Maintaining extensive knowledge of various benefit programs and options including knowledge of defined benefit and defined contribution retirement plans, supplemental and voluntary retirement plans, early retirement incentives, and phased retirement/AEP options to assist employees.  

  • Monitor employee performance reviews to ensure they comply with the contract

  • Administer leaves and wage increases, and issue wage notices. 

  • Oversee annual reviews for completion, conduct orientations, and ensure successful onboarding and compliance with bargaining unit requirements for all employees.  

Identifies opportunities to improve processes to gain administrative efficiency and accuracy, such as:  

  • Streamlining service delivery processes, and creating and/or revising HR forms and resources. 

  • Demonstrating a commitment to continuous improvement by analyzing daily work processes for ways to improve them in order to provide more effective and user-friendly services.  

  • Understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, and of staff and students with physical and learning disabilities. 

Assist and back up other HR staff with employees assigned to other bargaining units as needed. 

Perform other duties as assigned to ensure the smooth functioning of the department/division and maintain the reputation of the university, including special project assignments. 

Salary Range:

$25.29-36.71/hour

$52,806-$76,650/ year

Minimum Qualifications

  • Two years of Human Resources (HR) experience with responsibility in applying and interpreting collective bargaining agreements and HR administrative procedures and policies. 

  • Excellent written, verbal, and interpersonal communication skills. 

  • Skilled in labor relations sufficient to interpret provisions of collective bargaining agreements and advise employees and supervisors. 

  • Proficient in Microsoft Office applications, including Word, Excel, and Outlook. 

  • Strong data analysis skills sufficient to recognize data anomalies and perform complex reporting. 

  • Demonstrated experience writing, editing, and documenting data and information sufficient to communicate ideas and/or represent information in narrative or non-narrative format. 

  • Demonstrated experience recognizing, handling, and protecting sensitive and confidential information. 

Preferred Qualifications

  • Bachelor's Degree in related field. 

  • 3 years of professional HR related experience. 

  • Experience with SCUPPS/SEMA4/Workday (Minnesota State and State HRIS and Payroll systems). 

  • Advanced Microsoft Excel skills. 

  • Demonstrated experience analyzing, interpreting, and counseling on the application of related policies, contracts, and laws. 

  • Previous work experience in higher education. 

Other Requirements

The incumbent must possess problem-solving skills to question and identify discrepancies in data, contract interpretation, and in organization and work priorities. The incumbent will research and analyze complex problems and recommend solutions using precedents, collective bargaining agreements and applicable personnel laws and rules. This involves reviewing and researching relevant and often complex documentation to identify issues. The incumbent must possess problem-solving skills to question and identify deficiencies in organization and work priorities. This individual must maintain knowledge of current laws, standards, legislation, policies and procedures to effectively answer employee and supervisor questions. This individual also must be creative and unflappable when confronted with unpredictable and sensitive situations.
