Job Summary
Coordinate employee benefits compliance and administration activities for System Human Resource Services (SHRS). Primary responsibilities include State Universities Retirement System (SURS) compliance and employer billing, appeals, reconciliation, and payment; Affordable Care Act (ACA) health plan eligibility and operations; and related benefit plan audit, processing, analysis, and issue resolution. Includes unscheduled travel in the local area between campus and the SURS office in Champaign, Illinois, approximately 2-3 times per month. Mileage for this recurring travel is already factored into the position's salary and is therefore not reimbursed separately.
Duties & Responsibilities
- Serve as university system-wide subject matter expert on compliance with the federal Affordable Care Act (ACA), consulting with central HR, Benefits customer service staff, and college offices as needed.
- Conduct operations for an ACA-compliant health plan.
a. Process weekly and monthly eligibility, status changes, and terminations, and facilitate annual open enrollment.
b. Review and reconcile plan billing and track plan economics.
c. Coordinate with internal partners on regulatory requirements, PCORI fees, annual notices, filing, and reporting, and penalty appeals and assessments.
d. Mange relationships with vendor contacts, collaborate with insurer, broker, and TPA representatives to ensure smooth administration and adherence to contracts.
- Manage State Universities Retirement System (SURS) employer compliance and regulatory activities.
a. Process monthly and annual SURS employer billing, identify reasons for appeal, draft and file appeals, correspond with agency representatives and university stakeholders.
b. Pick up and deliver bills, documents, and check payments in-person at the SURS office in Champaign, Illinois. Observe proper check-handling and separation of duties.
c. Document and track payments due and received, monitor and follow up with university payers as necessary to ensure timely payment to SURS.
d. Investigate SURS-related inquiries, identify and resolve any issues, and provide subject matter expertise.
e. Coordinate with central HR to review SURS system user access and update as needed.
- Oversee and participate in collection and analysis of employee data and documentation for internal and external audits. Collaborate with Information Technology and Reporting partners on automated audit activities.
- Maintain accurate and up to date documentation of compliance activities and internal procedures. Track metrics and data associated with compliance using established reports. Request changes or development of new reports. Monitor plan usage, trends, and costs to assist in budgeting and planning. Utilize and navigate a variety of different vendor and in-house technology systems and platforms (i.e., HRIS, HRMS, ERP).
- Ensure compliance with related state and federal mandates, and coordinate implementation of new provisions, rules, or requirements as they arise.
- Act as point of contact to answer questions, explain plan details and/or compliance obligations, or direct questions appropriately based on areas of expertise. Assist in the development and review of related communications, participate in open enrollment education sessions, and review and identify where website updates are needed.
- Respond to inquiries and surveys received from peer universities and external organizations for comparison data and benchmarking. Participate on special projects and other related duties as assigned.
Minimum Qualifications
Required: 1. Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position. 2. Two (2) years (24 months) of work experience performing professional-level human resources duties. 3. Additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

- Human Resources or Benefits related certification (such as CEBS, PHR/SPHR, SHRM-CP/SCP) preferred, but not required.
Knowledge, Skills and Abilities
- General knowledge of principles and procedures, federal (i.e., HIPAA, COBRA, ACA) and state laws, affecting public human resources and/or benefits; ability to develop knowledge of those impacting the University of Illinois System.
- Knowledge of administering an ACA-compliant health plan, including eligibility, communications, and other plan operations.
- Knowledge of retirement plan administration.
- Knowledge of administering employee benefits plans or human resources programs.
- Knowledge of general auditing principles and/or experience responding to audits.
- Ability to work effectively in a hybrid environment.
- Ability to work independently, identify and solve problems, keen attention to detail, inquisitive nature, take ownership and accountability in the performance of all work assignments.
- Ability to exercise good judgment, discretion, and maintain confidentiality of protected and sensitive information.
- Ability to obtain a valid driver's license and/or reliable transportation between campus and SURS office.
- Ability to keep multiple projects on target at the same time and prioritize work accordingly to meet deadlines while staying on task with daily assignments.
- Ability to operationalize and create/carry out processes for implementing human resources policy and procedures, benefit plan documents, or legal mandates.
- Skill in using Microsoft Office suite (e.g. Word, Excel, PowerPoint), and proficiency with Excel functions (Vlookup, formulas).
- Strong customer service, communicating, and interpersonal skills that reflect a collaborative approach to maintain effective professional relationships with University System staff and vendor representatives.
Appointment Information
This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 2/9/2026. The budgeted salary range for the position is $60,000 to $75,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
