Under general direction performs work of moderate difficulty in creating and maintaining Geographic Information Systems (GIS) data layers from written material and hardcopy maps; produce high-quality accurate maps; performs a variety of technical duties in the operation of the County's Geographical Information Systems; performs related work as assigned. This position will require the successful completion of a Criminal Justice Information Services fingerprint and background clearance within 90 days of employment, this must be maintained throughout employment.

Please note: Presently, this position is up to 75% remote work and 25% minimum in office time. When working remotely, 1 hour response time is required for urgent IT matters and is subject to change at any time.

Typical Duties

(Illustrative Only)

  • Performs GIS cadastral layer maintenance and development duties
  • Performs digital conversion of GIS projects using various techniques to map parcels by legal descriptions on deeds and plats
  • Maintains and updates cadastral database
  • Researches and identifies user needs for GIS application, data and training
  • Coordinates and participates in GIS training of technical staff
  • Assists with hardware/software upgrades and installations
  • Converts data from various sources into GIS database
  • May provide oversight or guidance of the daily activities of GIS interns
  • Conducts research and recommends systemic and operational improvements

Essential functions include but are not limited to: sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; working effectively in a remote office environment; communicating in ordinary conversation and technical presentations.

Minimum Qualifications

Associate Degree in geography, urban planning, environmental science or related field, and one year of professional experience using ESRI Software (ArcPro/ArcGIS Online)

OR

Two years of professional experience using ESRI Software (ArcPro/ArcGIS Online)

OR

Any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.

This position is non-exempt from overtime.

Ideal Candidate: will contribute to the successful delivery of GIS services having vision to assist County departments and the public with their GIS needs, and provide effective working relationships. A creative problem-solver who likes to be challenged and a demonstrated willingness to take initiative and ability to work independently while having data easily understandable by the public.

Preferred qualifications: experience building and maintaining mapping applications using ESRI ArcGIS desktop or online platforms; experience editing within a traditional and branch versioned SDE database; experience reading legal descriptions and using advanced editing tools like traverse; ability to work on a variety of projects while meeting tight deadlines; to establish and maintain effective working relationships with internal staff and the public

Knowledge, Skills and Abilities

Considerable knowledge of:

  • Principles, practices and techniques of mapping and cartographic design
  • Geographic information system concepts and analytical techniques including computerized mapping, attribute data conversion, manipulation and analysis
  • Principles and practices of data conversion
  • Surveying and engineering practices

Working knowledge of:

  • Currently available ESRI's GIS software including ArcPro
  • ESRI ArcGIS Online
  • U.S. Rectangular Land Survey System

Ability to:

  • Maintain project and production schedules
  • Read and interpret survey notes, plan diagrams, specifications, legal descriptions, maps and other legal documents
  • Work with and understand land management systems, deeds, and various ownership arrangements
  • Establish and maintain effective working relationships with employees other agencies and the public
  • Work safely and support the culture of workplace safety
  • Follow written and oral instructions
  • Communicate effectively both orally and in writing
