SAO has a great opportunity for a Fiscal Analyst 3. This position is jointly responsible for accuracy and timeliness of the agency payroll process. Responsibilities include advising agency management and staff on payroll regulations and benefit administration, reviewing and processing timesheets, reconciling leave, and processing payroll cycles, as needed.
Under general supervision, this position provides guidance to fiscal related professional staff in financial methods and procedures. Monitors, reviews, or audits the accounting or fiscal aspects of general ledgers. Creates routine fiscal reports, provides research assistance with expenditure data and analyzes financial and management data to ensure accuracy. Review accounting reports from multiple systems, analyze transactions and create and enter journal voucher as necessary. Monitor aged warrant report and work with recipients on cancelling and re-issuing warrants as necessary. Reconciling and correcting errors in general ledgers and account funds.
The Financial Services Team provides support and accountability for agency financial and budgetary decisions and practices. As a smaller finance shop, we offer an opportunity for team members to participate in a variety of functions and duties.
Our primary goal is to protect and enhance the financial health and resources of the Office of the Washington State Auditor including providing efficient, centrally located accounting, budgeting, contracting and facility services. We conduct business in a professional and cooperative manner which recognizes the contribution of each team member. Financial Services ensures that the reporting and transmission of agency financial information is complete, accurate and timely.
Within the accounting section of Financial Services are Accounts Payable, General Accounting, Accounts Receivable, Purchasing, Timekeeping and Payroll functions. The team processes employees' payroll and benefits, travel vouchers, vendor invoices, purchase orders, daily deposits, audit services invoicing, and ensures all transactions processed comply with state and federal requirements.

Roles and Responsibilities:

Payroll Processing
-
Review and process hourly timesheets and overtime request.

Scan transmittals/transfers employee files.
-
Process taxable transactions, verifications of employment and other payroll and benefit documents.

Review manual entries of payroll officer.
-
Reconcile leave without pay with MyPortal and the Online Time Summary System.
-
Analyze and report on leave at an agency, team and individual level being able to provide support for decisions made.

Process payroll cycles, as needed.
-
Process new hires, promotions, resignations, retirements and other separations, as needed.
-
Provides guidance to agency wide administrative assistants related to payroll, time and leave record keeping to ensure information is processed timely and accurately.

Assist with managing and reviewing payroll documents.

Provide guidance to SAO staff regarding payroll and benefits.

Accounting
-
Serve as lead for the General Ledger Accounting processes.

Analyze In-Process report, identify and correct errors.
-
Review and approve cash receipts in the SAO Fiscal system based on cash, ACH transactions, inter-agency payments and journal vouchers received.

Review/Approve A-8 and IAP receipts for OST submission or batch release.
-
Investigate and resolve discrepancies between payment documentation received and the Fiscal accounts receivable system.

Collaborate with Accounts Receivable on recording adjustments in the Fiscal system.

Analyze and approve journal vouchers.
-
Review and approve fund and general ledger reconciliations. Create journal vouchers to correct or record needed transactions.

Process Use tax monthly payment
-
Analyze monthly outstanding warrant report and work with vendors or employees on status of warrant.

Cancel warrants, process warrants cancelled by Statute of Limitations, and track cancelled or SOL warrants.

Reports unclaimed property annually
-
Workday transition roles in banking, financial accounting and customer accounts.

Provides direction and guidance to other fiscal staff.

Staffing Analysis
-
Prepare monthly period increment date report and agencywide salary report.

Update the Online Time Reporting System with new hourly employees.

Maintain Open Position report
Required Qualifications:
-
One year of payroll processing experience
-
Two to three years of accounting or finance experience with progressively increasing responsibilities
-
Excellent verbal and written communication skills
-
Knowledge of Microsoft Office products (primarily Excel, Word, and Outlook)

Good organizational skills
Desired Qualifications:
-
Two years of payroll processing experience
-
Familiarity with the Accounting and Financial Reporting System (AFRS), Enterprise Reporting system (ER), and the Human Resource Management System (HRMS).

Knowledge of state policies and laws such as the State Administrative and Accounting Manual (SAAM), RCW, WAC
