Brief Job Description:
Performs highly advanced (senior-level) professional organizational analysis work involving conducting studies and evaluations to improve efficiency; analyzing systems and procedures; conducting work simplification studies; and preparing operations and procedures manuals to enhance organizational effectiveness.Employees at this level lead and conduct highly complex studies and work on large scale change initiatives and may:
- Oversee, plan, and direct organizational studies of work problems; ensure change initiatives meet objectives.
- Help implement change management plans.
Essential Job Functions (EJFs):
Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.
- Collaborates with DFPS Contract and Oversight staff and program area leads to collect and analyze workload and staff utilization data across state and regional offices to identify resource gaps and inform strategic workforce planning.
- Reviews operational procedures, organizational structure, and business processes within the Contract Oversight and Support section during system enhancement initiatives to recommend adjustments that improve contract processing efficiency and compliance with agency policy.
- Gathers and evaluates space utilization metrics and managerial practices to ensure that physical and organizational structures support effective contract management and meet the agency's evolving program needs.
Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.
- Partners with contract managers and program leads throughout DFPS to routinely review contracting procedures and operational workflows at both the state and regional levels to ensure alignment with agency policy, audit findings, and state regulations.
- Conducts assessments of Contract Oversight and Support systems and documentation to identify inefficiencies or noncompliance issues, using results to recommend corrective actions or policy updates that strengthen overall system integrity.
- Works with internal audit, legal, and IT staff during policy implementation cycles to monitor procedural changes and system modifications, ensuring they are effective, efficient, and conform to legislative, regulatory, and DFPS-specific contracting guidelines.
Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.
- Collaborates with DFPS leadership and Contract Oversight managers during planning phases to initiate targeted studies that address identified contracting challenges and define clear objectives, timelines, and deliverables for system and policy improvements.
- Meets with program area directors and legal counsel at the state office as new legislative or audit concerns emerge to determine study priorities, scope, and resource needs that will guide the development of responsive contracting solutions.
- Facilitates structured discussions with executive leadership and cross-program stakeholders at the onset of major contracting initiatives to align study goals and resource planning with agency-wide performance, compliance, and modernization priorities.
Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
- Analyzes historical contracting data alongside current performance metrics in collaboration with Contract Oversight staff at the state office to identify trends, root causes of inefficiencies, and areas where procedural changes are needed to ensure long-term compliance and effectiveness.
- Reviews past audit findings, current quality assurance results, and projected contract volumes during system planning sessions with DFPS program and IT staff to recommend timely updates to contract information systems and workflow processes.
- Works with subject matter experts during quarterly evaluations to compare legacy and current contracting practices across DFPS regions, using data analysis to pinpoint gaps and propose system or policy changes that mitigate risk and enhance program performance.

Knowledge, Skills and Abilities (KSAs):
Ability to maintain the security and integrity of the infrastructure per Governor Abbott Executive Order GA-48.
Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.
Skill in the use of a computer and applicable software.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) preferred. CTCM is required within 12 months of start date. CTCD is required within 18 months of start date.
Initial Screening Criteria:
Experience in methods analysis, management, or organizational development work. Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Experience and education may be substituted for one another.

The position is eligible for a hybrid telework schedule based on agency policy and supervisor approval. Office location may vary based on location of successful candidate.
