Description

The City of Tukwila has an exciting opportunity and is seeking a City Clerk Program Analyst to support the programmatic functions of the department in the City Clerks Office, to include public records, public meetings, and public access.

This position is a core member of a 6-person, dynamic department within the Mayor’s Office and will be a key contributor to the City’s mission to provide superior services that support a safe, inviting, healthy environment for our residents, businesses and guests.

Under the general supervision and direction of the Deputy City Clerk/Public Disclosure Manager, this role will be responsible for a variety of confidential, technical and professional-level duties in administering departmental policies, projects, and programs, as assigned.

About the Department

The Office of the City Clerk is the general information center for City business and includes the core municipal functions of Public Records, Public Meetings, and Public Access. The City Clerk is the City’s Public Records Officer and Records Governance Manager and is responsible for administration of the Citywide Records Governance Program and Document Imaging System.

All contracts and agreements are reviewed and executed in the Clerk’s Office; all City legislation (ordinances and resolutions) undergo development, review and finalization under the guidance of the City Clerk’s staff; and the Tukwila Municipal Code is developed and published in the Clerk’s Office.

Public records requests, bids, appeals, claims for damages, and litigation are received in the City Clerk’s Office, and the City Clerk is the liaison to King County for voter registration and elections. The City Clerk provides direction to staff on code and legal requirements related to City Council meetings.  

Work Schedule

The schedule for this position is traditionally Monday through Friday, 8:30 a.m. – 5:00 p.m., with flexibility needed to work late evenings and hours outside of a typical schedule on a regular basis. After passing probation, work associated with this position may be performed in a hybrid work environment, with partial teleworking opportunities. 

Essential Duties and Responsibilities

Responsibilities and functions of this position include but are not limited to the following duties:

  • Manages City responses to requests made under the Public Records Act with expertise and discretion, under the guidance of the Deputy City Clerk/Public Disclosure Manager, including but not limited to: Guiding cross-departmental work activities; Facilitating complex, coordinated responses to work of a potentially litigious nature; Reviewing records for relevancy and identifying applicable exemptions to disclosure; Redacting sensitive information; And organizing and releasing responsive records in accordance with State statutes, evolving case law, and best practices.
  • Researches, reviews, and analyzes program data; Assesses, develops, and maintains processes and tools; Analyzes large sets of raw program data and performs quality control and calculations for annual mandated reporting to the State; Determines key trends, patterns, and provides data-driven insights; Summarizes results, outcomes, and interpretations of findings for internal stakeholders and provides recommendations to supervisors.
  • Conducts objective research and analysis of legislation and policy issues, as assigned; Interprets and applies relevant sections of local, regional, state, and federal mandates and programs; Develops ordinances and resolutions in conjunction with City staff; Develops record management and open government policies and procedures in conjunction with City staff.
  • Supports and collaborates on Council agenda program and legislative program functions as assigned: Provides quality control of legislative documentation and records.
  • Prepares and distributes agendas, legal notices, correspondence, and other materials.  
  • Staffs City Council meetings and respond effectively to dynamic, high-pressure situations to ensure compliance with statutes and policies; Prepares official record of Council proceedings.
  • Serves as a liaison between the immediate supervisor, other City positions, and the public; responds to inquiries; applies departmental policies within established guidelines and refers as appropriate.
  • Assists in budget preparation by collecting data and determining costs; may assist in managing accounting functions for a department including maintaining records of departmental expenditures, budget balances, payroll and operations.

Knowledge, Skills and Abilities

KNOWLEDGE (position requirements at entry):

  • General municipal operations or office administration, practices and procedures related to the field;
  • Federal, state and local laws, policies and regulations pertaining to assigned programs, including the Open Public Meetings Act, Public Records Act, and Washington State Records Retention Schedules;
  • Operational methods, principles, issues and service standards of assigned program;
  • Customer service techniques and team-building concepts;
  • Project monitoring and budget management;
  • Research principles and methods, to include quantitative analysis and qualitative analysis; and
  • Demonstrated proficiency in English usage, spelling, grammar and punctuation. 

SKILLS (position requirements at entry):

  • Operating computers and utilizing computer applications and software;
  • Making and implementing sound decisions and exercising judgment in solving complex problems; 
  • Developing and implementing programs, policies, and/or procedures to achieve goals and objectives;
  • Working effectively on several projects concurrently, with a demonstrated ability to adhere to strict deadlines;
  • Strong attention to detail;
  • Communicating effectively, both orally and in writing; 
  • Using initiative and independent judgment within established procedural guidelines;
  • Demonstrated experience working effectively with confidential information and data;
  • Working under pressure and adapting quickly to situations in a professional manner; and 
  • Establishing and maintaining effective working relationships with City officials, City employees, and the general public.

Education, Experience and Other Requirements

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):

A. Two years of college level course work in business; 
B. Or related field and four years of administrative clerical or office experience, including two years in a related field;
C. Or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above;
D. Deputy City Clerk position requires Notary Public appointment within 3 months of hire. 

Preferred Qualifications: 

  • Bachelor’s degree in public administration or related field;
  • A valid Washington State Driver’s License;
  • Certified Public Records Officer (CPRO) designation or demonstrated progress toward obtaining CPRO designation;
  • Flexibility to work late evenings and hours outside of a typical schedule on a regular basis;
  • 2+ years of previous experience as a Deputy City Clerk or similar role within a municipality (preferred); 

PHYSICAL ACTIVITY/REQUIREMENTS:

Positions in this class typically require kneeling, crouching, reaching, mobility, grasping, talking, seeing, hearing, and repetitive motions.

This position involves sedentary work.  Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting, most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.  Some positions may require greater periods of walking and/or standing.
