Business and Licensing
The Business and Licensing Division receives filings such as business and nonprofit registrations, trade names, secured liens, notary public applications, bingo and raffle reports, Universal Commercial Code (UCC) filings, and charity registrations. Additionally, the Business and Licensing Division licenses durable medical equipment providers, promotes availability of government data, processes fraudulent business filing complaints, and makes performing rights society information accessible. Most filings are submitted electronically, and the Department disseminates this information to the public through its website.
Bingo and Raffle Program
The work unit exists to carry out the mandate of the Secretary of State to support and regulate the bingo and raffle sectors in the state of Colorado. The Bingo-Raffle program carries out this mission through various outreach, assistance, and enforcement activities, with a focus on consistently improving service to a diverse customer base, including licensees, hall owners, games managers, players, manufacturers, and suppliers.
This position will:
-
develop an understanding of all relevant laws, Statute, and rules surrounding Bingo-Raffle programs in order to interpret and apply those for completion of duties.
-
provide support in the areas of data analysis and entry on quarterly reports, bingo-raffle licenses, games manager certificates, scanning and verification of those scans, and filing.
-
process and verify completeness of license renewals and process and verify raffle tickets submitted.
-
make eligibility determinations on applications/renewals.
-
process payments for the Bingo-Raffle unit, answer routine calls, and other duties as assigned, including potential cross-training opportunities in other units.

maintain confidentiality of all confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.
Regular duties will include:
Processing of Quarterly Reports, Raffle Tickets, and Oaths
-
develop an understanding of all relevant laws, Statute, and rules surrounding Bingo-Raffle programs in order to interpret and apply those for completion of duties. The position will also need to be able to explain those to constituents, and other members of the public, in a manner that they understand.

process and data enter online games manager certifications received in via mail or over the counter. The position will verify the applicant has completed and passed the training through the online system, process payment, data enter the information, and e-mail (or mail) the customer their certificate.

support the investigative unit by checking mail and classroom completed tests for games manager certifications, receive money for passing applicants, and supply the validated oaths to the appropriate investigator for processing.
Determine Application/Renewal Eligibility

use Bingo-Raffle system and Bingo-Raffle Law to review, consider, and make eligibility determinations on the submitted documentation for licensing based on current Statute and rule.

issue licenses to qualified applicants and reject others
Verification of Work

verify scans for accuracy and file documents for the unit.

maintain the Bingo-Raffle records for the unit

Minimum Qualifications
This position requires a total of two (2) years in relevant experience in an occupation related to the work assigned to this position. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:
OPTION 1 - Experience
Two (2) years of professional experience in an administrative or office support role that included data entry, reviewing information for accuracy, and providing customer service in an office environment.
OR
OPTION 2 - Education and Experience - Be sure you've attached a copy of your unofficial transcript to qualify for this option. (You may redact information that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.)
A combination of related education and/or relevant experience as defined in Option 1 to equal two (2) years. Related education includes successful course credit from an accredited institution of higher learning which provides the same kind, amount, and level of knowledge as the required experience.
Preferred Qualifications and Competencies

- Preference will be given to those candidates with previous State Service related to the work assigned to the position.

- Data entry including entering information into a program or database (appointments, contracts information, employee records, etc.)
- Regular, daily work responsibilities utilizing equipment and software used in Microsoft Office (Word, Excel, Power Point, etc.)
- Typing professional emails, letters, reports, forms, etc.
