The Department of Human Services (DHS) is seeking a hands-on technical leader to manage the Applications Development and Support Team. This position provides day-to-day leadership, project oversight, and technical direction for a team of developers, analysts, and contractors responsible for developing, maintaining, and enhancing business-critical applications. Reporting to the Chief Information Officer, this role is part of the DHS Information Systems Bureau, which supports over 800 staff delivering programs related to aging, disability, children and families, housing, public health, mental health, and substance abuse.
The Applications Development Team manages complex systems that support financial operations, HIPAA compliance, service integration, and external reporting. Representative projects include modernizing the Purchase of Services application, updating reporting for state reimbursement of public services, and redesigning the DHS data warehouse to support integrated services and interoperability.
Specific duties include:
- Establishing and maintaining best practices for secure, scalable, and reliable software development and support;
- Creating a climate of continuous learning, team development, and succession planning to ensure long-term sustainability;
- Managing daily support operations and resolving issues affecting production systems;
- Overseeing system upgrades, patching, performance tuning, documentation, and integration activities;
- Coordinating infrastructure upgrades (Windows OS, SQL Server, hardware, virtualization) with the Department of Technology Services;
- Planning and prioritizing application enhancements and data warehouse development to align with DHS goals;
- Developing project plans and communicating objectives, timelines, and resources with internal stakeholders and vendors;
- Managing scope, schedule, and cost across multiple projects and teams; and
- Developing and applying a deep understanding of DHS client service delivery.
The ideal candidate will have hands-on experience in system architecture, application and database development, and demonstrate strong leadership, project management, and communication skills, with the ability to translate business needs into technical solutions and guide teams using best practices.
Minimum:
- Bachelor's degree in Software Engineering, Computer Science, Information Systems or a related field;
- Significant and progressively responsible experience in custom software development in a .NET and SQL Server environment; and
- Experience managing technical teams and coordinating or supervising the work of others.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Translating functional requirements into technical implementations;
- Managing projects through the full systems development lifecycle;
- Automating financial processes and systems;
- Upgrading, troubleshooting, or implementing systems/applications; and/or
- Communicating business needs and generating reports across all organizational levels.
Special Requirements
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Driver's License: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Additional Information
Work Hours: Standard business hours are between 8:00am to 5:00pm. Monday to Friday, with flexibility and telework options available by agreement with the supervisor.
