The Opportunity
WSDOT is seeking an experienced and forward-thinking Planner to serve as the Intercity Bus Supervisor (TPS 5) within our Headquarters Public Transportation Division. In this statewide leadership role, you'll serve as WSDOT's subject matter expert for state and federal intercity bus programs, guiding strategy, compliance, and performance to strengthen connections between communities across Washington and beyond. You'll oversee the development and management of multimillion-dollar contracts, lead procurement and project management processes, and collaborate with partners to enhance integration between intercity bus, rail, ferry, bicycle, and pedestrian systems. Using data-driven insights, you'll design and implement methods to improve program efficiency, transparency, and accountability.
This position plays a key role in streamlining program delivery, developing statewide strategies and reporting, and providing technical expertise and leadership on planning, procurement, and project development. As a supervisor, you'll guide time-sensitive projects that directly impact how people move throughout Washington State.
What to Expect
Among the varied range of responsibilities held within this role, the Intercity Bus Supervisor will:
- Oversee and coordinate overarching program administration
- Analyze and update program objectives and funding criteria and structure program.
- Identify barriers to successful implementation of funded projects and propose program or policy changes to program, strategic plan, or state transportation policy.
- Develop and deliver procurement processes, methodologies, techniques, work programs, budgets, scopes, schedules, and objectives in alignment with division, agency and partner objectives and requirements.
- Determine business needs and responsibilities related to the Intercity Bus program and establish processes to support it.
- Oversee and support efforts to update Intercity Bus Plan.
- Contribute to and support the development of the Statewide Public Transportation Plan, Statewide Human Services Transportation Plan, Transportation Demand Management Plan and Statewide Commute Trip Reduction Strategic Plan.
- Lead efforts to integrate WSDOT's public transportation interests in other state, regional and local intercity bus planning.
- Independently supervise a team of professional staff.
- Create and nurture a performance-based culture that supports accomplishment in alignment with organizational goals and values.
Qualifications
To be considered for this opportunity, the following are required:
- Public Transportation Planning: Experience analyzing and making recommendations for public transportation performance, governance, policy, funding, planning, transit operations, special need transportation, transportation demand management, transportation planning and legislative relations, local government relations, and/or system-wide multimodal transportation resources or infrastructure.
- Grants and Contracts Management: Advanced professional experience leading or supervising grant/contract management including grants/contract development, negotiation and conflict resolution skills, analysis and evaluation of grant/contract programs and processes, and grant/contract administration.
- Performance leadership and Project Management: Demonstrated ability to lead multidisciplinary teams as a subject matter expert to deliver results toward shared outcomes within established timelines, scope, and budget while supporting conflict resolution, competing priorities, and consensus building ensure successful project delivery.
- Communication, Analysis, and Interpretation: Experience communicating complex and technical information to broad and diverse audiences using reports, presentations, and other information sharing methods.

It is preferred that qualified candidates also have:
- Subject matter expertise in Intercity Bus rules, regulations, and processes.
- Advanced technical knowledge of state and federal requirements for public transportation and transit including Federal Transit Administration rules and regulations, federal public transportation grant processes, and state proviso, rules, and regulations.
- A combination of advanced education and/or experience with focus and emphasis in transportation, transit, public or business administration.
