By joining our Division of Environmental Analysis as a Environmental Scientist Advisor in Franklin County, you'll have the opportunity to manage the stream and wetland mitigation needs of the Transportation Cabinet.

Summary of Responsibilities:

  • Work with KYTC staff to propose and prescribe the most economical stream and wetland mitigation options for KYTC construction projects.
  • Manage the stream and wetland banks that KYTC owns and monitors. Keep up with the annual monitoring requirements for these sites and coordinate those with resource agencies.
  • Initiate, negotiate and manage consultant contracts to perform 404 permitting work and stream and wetland restoration, design and monitoring.
  • Advise the Transportation Cabinet on changes in regulation in relation to Army Corps 404 permitting and stream and wetland mitigation
  • Meet with resource agencies, non-governmental organizations, members of the public and contractors to facilitate the purchase of properties for the purpose of establishing mitigation banks on behalf of the Transportation Cabinet.

Ideal candidate will have experience in:

  • 404 permitting
  • Stream and wetland mitigation banking
  • ArcGIS
  • Writing and reviewing technical documents for submittal to state and federal resource agencies

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which requires the following of safety procedures.
